BE IT RESOLVED, that Agreement PR00006169 Steps for Change LLC to provide residential sexual health treatment services for Community Corrections clients during the period of June 10, 2024 through June 30, 2026 in the not to exceed amount of $500,000 be approved, that the Chair of the Board be authorized to sign the Agreement on behalf of the County; and the Controller be authorized to disburse funds as directed.

Background:
This agreement will provide residential treatment services to DOCCR adult male clients convicted of a sex offense who are sentenced by the Fouth Judicial District Court (District Court). Services include client assessment, individual and group counseling, individual therapy and supervision in a residential setting. For some clients, the program is an alternative to incarceration, allowing them to receive treatment and gradually transition into the community.
A competitive RFP process for residential sexual health treatment services was conducted in 2021 and received one proposal, from a provider who closed their residential program in 2023. This agreement will fill an important gap for DOCCR clients, allowing them to receive both treatment services and transitional housing accommodations under one roof.
Steps for Change has provided non-residential outpatient treatment services for DOCCR juvenile clients since 2014.
