BE IT RESOLVED, that the 2023-25 Community Health Needs Implementation Plan/Health Services Plan as submitted by the Hennepin Healthcare System, Inc., Board of Directors and on file with the Clerk to the Board, be approved.

Background:
On June 27, 2017, the Hennepin Healthcare System, Inc. (HHS) Executive and Governance Committee voted to amend Section 3.4 (ix) of the 5th Amended HHS Bylaws to allow synchronization of the reporting schedules for the Health Services Plan (HSP) and the Community Health Needs Assessment (CHNA) so that the HSP would be submitted, in coordination with the CHNA, every three years versus annually. This amendment to the HHS Bylaws was subsequently submitted to the Hennepin County Board for approval which resulted in the 6th Amended HHS Bylaws.
One of the Hennepin County Board of Commissioners' reserved powers over HHS, its public subsidiary corporation, is to approve or reject a health services plan that is prepared in coordination with the CHNA and implementation plan required by the Internal Revenue Code. See, HHS Bylaws Section 3.4 (ix).
The Community Health Needs Assessment was reviewed and approved by the Hennepin Healthcare System, Inc., Board of Directors on Nov. 16, 2022 and then the Hennepin County Board on Nov. 22, 2022. The Assessment identified the priority health needs of our community. At the time of approval, the Hennepin County Board was alerted that the supporting Community Health Needs Implementation Plan/Health Services Plan would be brought to the Hennepin County Board in Q1/2 for Board approval.
