BE IT RESOLVED, that the Hennepin County Board of Commissioners confirms the appointment of Givonna Koné to the classified position of Human Resources director effective August 11, 2024.

Background:

Pursuant to Minnesota Statutes Section 383B.30, the human resources director serves in the classified service, through an appointment by the county administrator with the approval of the County Board. County Administration advertised for the position and recruited candidates.


Following an in-depth panel interview process and consistent with the Open Appointments Policy, it is recommended that Givonna Koné be confirmed for the classified position of Human Resources director. Ms. Koné brings 20+ years of local government human resources management experience to Hennepin County, with extensive experience leading HR teams; collaborating with senior leaders on organization-wide HR initiatives; and leading development and implementation HR policies and practices.

 

Ms. Koné brings broad-based experience in human resources issues to this role. She has held roles as the Director of Human Resources for the City of Plymouth, Human Resources Manager for the City of Ramsey and Human Resources Director for the City of Mounds View.

 

She currently serves as the Director of Human Resources for Eastern Carver County Schools where she leads teams in service to approximately 2,500 district staff and 10,000 students. In this role she worked to align HR policies, practices and initiatives to the district’s strategy plan and built districtwide HR systems and practices with the goal of continuous improvement and workforce planning.

 

As required by the Open Appointments Policy, a list of final applicants who interviewed for this position is on file with the Clerk of the County Board.
