BE IT RESOLVED, that pursuant to set-aside authority authorized under Minn. Stat. § 471.345, Contract FC00000193 to Generation One Contracting, LLC dba Morris Construction for the District Court Psychological Services Expansion project (Capital Project 1008036), in the amount of $1,894,858 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.end
Background:
History:
The purpose of this project is to provide space for District Court's growing Psychological Services program and to implement an interview suite. This office currently resides on south end of floor C-5 of the Government Center and is adjacent to the Mental Health / Probate Division. It is comprised of interview rooms, workstations, conference rooms and support spaces.
This project will remodel approximately 11,000 SF on floor A-5 in the Government Center A-Tower. Psychological Services’ existing 4,300 SF suite on floor C-5 will be vacated and all functions will be relocated to the new A-5 space. Level 5 is a bridge floor, which will provide an ideal adjacency to Civil Commitment Court.
Using the set-aside authority enables the county to have a portion of the construction work delivered by an Emerging Small Businesses Enterprise (ESBE) general contractor from the Department of Community Corrections and Rehabilitation's (DOCCR) Community Productive Day Construction Partnership Program. General contractors are qualified for this program based on their demonstrated success employing and training ex-offenders. The selected general contractor will be required to employ and provide on-the-job training to probationers during the performance of their contract for not less than 10 percent of the contract's total labor hours. In addition, we are utilizing the Department of Community Corrections and Rehabilitation's (DOCCR) Community Productive Day Construction Partnership Program prior to construction to accomplish the majority of the demolition work.
Through a best value procurement process, a Request for Proposals was released on June 9, 2025. Four (4) proposals were received. Based on the results of interviews with the proposers’ key staff, Generation One Contracting, LLC dba Morris Construction, received the highest score, based on its cost, written submittals, and interview. Staff believe that Generation One Contracting, LLC dba Morris Construction represents the best value to the county and recommends that it be awarded this contract.

Impact/Outcomes:
In 2019, the county and the courts conducted a Facility Master Planning Study that focused on identifying the operational, space, staffing and facility needs of the Fourth Judicial District for the following twenty years. This project was one of the recommended program expansions identified in that study. In addition, with the acquisition of the Thrivent Financial building across the street from the Government Center, the county conducted a Downtown Campus Master Plan, primarily to identify departmental relocations to accommodate the move of District Court's Family Court from the county owned Family Justice Center to the Hennepin County Government Center. This plan identified a potential location for Psychological
Services on A-5 of the Government Center to grow into.
This project’s outcome is to improve / upgrade a valuable county asset for public use. The board action request aligns with Hennepin County disparity reduction efforts by supporting employment opportunities through small business and workforce inclusion goals, as well as meeting County employment disparity reduction goals.
