BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 21-27-25 with the City of Excelsior, for cost participation and maintenance responsibilities for multimodal safety improvements along County State Aid Highway 82 (Mill Street), Project 2182300 - Const multi-use trail from county line to 2nd St, at an estimated receivable of $30,000 ($14,000 capital and $16,000 operating); that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 24-46-25 with the City of Shorewood, for cost participation and maintenance responsibilities for multimodal safety improvements along Mill Street, Project 2182300 - Const multi-use trail from county line to 2nd St, at an estimated receivable of $307,000 ($259,000 capital and $48,000 operating); that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 23-55-25 with the City of Chanhassen, for cost participation and maintenance responsibilities for multimodal safety improvements along Mill Street, Project 2182300 - Const multi-use trail from county line to 2nd St, at an estimated receivable of $44,000 ($37,000 capital and $7,000 operating); that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 31-67-25 with the Metropolitan Council, for acceptance of $1,000,000 in Active Transportation funds, Project 2182300 - Const multi-use trail from county line to 2nd St; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to accept funds as directed; and
BE IT FURTHER RESOLVED, that the 2025 capital budget for Project 2182300 be increased by $1,880,000.

Background:
Hennepin County; in collaboration with the cities of Chanhassen, Excelsior, and Shorewood, and the Metropolitan Council and Carver County; is leading a multimodal safety improvement project with pavement preservation, a new multi-use trail, curb and gutter, storm sewer, and accessibility improvements along CSAH 82 (Mill Street).
On May 20, 2025, the county board approved Agreement PW 17-76-25, with Carver County granting Hennepin County the authority to acquire right of way and establish maintenance responsibilities for portions of the project in Carver County (Resolution 25-0200).
The county has been engaging with the public in a variety of ways since 2022. The new trail, scheduled to begin construction in fall 2025, will connect people from Chanhassen, Shorewood, and Excelsior to downtown Excelsior. This project will also provide an indirect connection to the Lake Minnetonka Regional Trail that extends from Victoria to Hopkins. The project team will continue communication with the community as the project transitions into construction later this year.
Current Request: The request is for authorization to negotiate the following agreements for multimodal safety improvements along County State Aid Highway 82 (Mill Street) under county project 2182300:
• PW 21-27-25 with the City of Excelsior, for cost participation and maintenance, at an estimated receivable of $30,000;
• PW 24-46-25 with the City of Shorewood, for cost participation and maintenance, at an estimated receivable of $307,000;
• PW 23-55-25 with the City of Chanhassen, for cost participation and maintenance; at an estimated receivable of $44,000; and
• PW 31-67-25 with the Metropolitan Council, for acceptance of $1,000,000 in Active Transportation funds.
In addition, staff is requesting an increase to the Capital Budget for Project 2182300 by $1,880,000.
Impacts/Outcomes: These improvements will support the county’s Mobility 2040 goals, climate action and disparity reduction efforts by improving accessibility, mobility, and safety for trail users.
