BE IT RESOLVED, that a contract be awarded to JL Theis, Inc. for $1,409,563.61 to construct accessible pedestrian ramps and signal improvements at various locations within the county, project 2201013 - 2025 ADA Ped Ramps Phase 1, a subproject of capital project 2201000; that the Chair of the Board be authorized to sign the contract on behalf of the county; and that the Controller be authorized to disburse the funds as directed.

Background:
The county is improving accessibility at several locations in conjunction with pavement preservation work. Pedestrian ramps and accessible signals will be upgraded to current standards along the following County State Aid Highways (CSAHs):
• CSAH 1 (Old Shakopee Road) between Highway 169 and Nesbitt Avenue in Bloomington
• CSAH 1 (Old Shakopee Road/24th Avenue) between Highway 77 and Interstate 494 in Bloomington
• CSAH 10 (Bass Lake Road) between Brooklyn Boulevard and Shingle Creek Parkway in Brooklyn Center
• CSAH 15 (Shoreline Drive) at West Arm Road in Spring Park
• CSAH 19 (Smithtown Road) from Manitou Road to Shorewood Lane in Shorewood and Tonka Bay
On April 15, 2025, four bids were received with the lowest responsive bid submitted by JL Theis, Inc. Project funding is available in capital project 2201000 - Safety and Asset Management 2024-2028, with expenses tracked in subproject 2201013 - 2025 ADA Ped Ramps Phase 1.
Current Request: This request is to award a contract to JL Theis, Inc. in the amount of $1,409,563.61 for project 2201013 - 2025 ADA Ped Ramps Phase 1, a subproject of capital project 2201000.
