BE IT RESOLVED, hat the County Administrator be authorized to negotiate Agreement PR00008562 with Kimley Horn and Associates, Inc. to provide preliminary design, engineering, and professional services for the reconstruction of County State Aid Highway (CSAH) 10 between Walnut Lane and CSAH 101 (Brockton Lane) in the cities of Corcoran and Maple Grove, county project (CP) 2971900, in an amount not to exceed $1,500,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
Hennepin County, in partnership with the cities of Corcoran and Maple Grove, is leading a reconstruction project for CSAH 10 between Walnut Lane and CSAH 101 (Brockton Lane). The CSAH 10 and County Road 116 intersection is located within the project corridor and identified on the county’s Toward Zero Deaths Action Plan High Injury Network. The project will modernize the roadway with a complete and green streets design, including:
• New pavement, sidewalk, curb and gutter
• Stormwater and drainage improvements
• Accessibility, multimodal, and safety improvements
Kimley Horn and Associates, Inc. was selected through a qualification-based selection process and is committed to meeting the small and minority business enterprise project goal of 15% by utilizing 25% of the project for emerging small business enterprise participation.
The county will engage with the community in a variety of ways to develop a design that best meets the project goals and community needs.
Current Request: This request seeks authorization to negotiate Agreement PR00008562 with Kimley Horn and Associates, Inc. for preliminary design, engineering, and professional services for the reconstruction of CSAH 10 between Walnut Lane and CSAH 101 (Brockton Lane), CP 2971900, NTE $1,500,000 State Aid Regular.
Impacts/Outcomes: This project supports the county’s Toward Zero Deaths Action Plan, Americans with Disabilities Act Transition Plan, climate action and disparity elimination efforts by improving accessibility, mobility, and safety for multimodal transportation users along the corridor.
