BE IT RESOLVED, that the award of the following: Contract FC00000121 to Ideal Energies for the Adult Correctional Facility (ACF) Men’s Rooftop Solar Installation project (Sub Project 1010638, Capital Project 1008701) in the amount of $934,423.78, Contract FC00000122  to Ideal Energies LLC for the ACF Men’s Ground Solar Installation project, (Sub Project 1010639, Capital Project 1008701), in the amount of $1,282,155.26, and Contract FC00000120 to Apadana LLC for the Ridgedale Regional Center Solar Installation project (Sub Project 1010637, Capital Project 1008701), in the amount of $612,018 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:

The county has a Climate Action Plan goal that 10% of total community electricity use comes from on-site solar by 2030, and Facility Services is ensuring that goal is reflected in county facilities. The county hired a consultant in 2022 to assess county facilities for on-site solar potential.

 

Based on this assessment, five arrays at four locations are make up the first project. 

 

This request is to approve contracts for solar arrays at the following locations:

                     ACF Men’s roof solar installation is located on the roofs of the Industry Building, Resident Dining, and Programs building;

                     ACF Men’s ground solar installation is in the southern field adjacent to the forestry department; and

                     Ridgedale Regional Center.

 

North Regional Library and NorthPoint Health and Wellness Center are also part of this project, but the contracts do not require board approval based on the contract amount. 

 

The projects include solar panels, racking attachments, and the associated electrical equipment.  

 

Through a best value procurement process, a Request for Proposals was released on December 4, 2023. Four (4) proposals were received for each contract.  Based on the results of an evaluation panel, Ideal Energies LLC and Apadana LLC, received the highest scores, based on cost and written submittals. Staff believes that Ideal Energies LLC and Apadana LLC represents the best value to the county and recommends that it be awarded this contract.

 

The five solar arrays will create almost 1400 megawatt hours of electricity and offset approximately 40% total energy used by those sites. The projects are structured to be eligible for tax credits from the federal Inflation Reduction Act.

Approve three contracts for the installation of solar arrays: Contract FC00000121 with Ideal Energies LLC for the ACF Men’s Rooftop Solar Installation project (Sub Project 1010638, Capital Project 1008701) in the amount of $934,423.78, Contract FC00000122  to Ideal Energies LLC for the ACF Men’s Ground Solar Installation project, (Sub Project 1010639, Capital Project 1008701), in the amount of $1,282,155.26, and Contract FC00000120 to Apadana LLC for the Ridgedale Regional Center Solar Installation project (Sub Project 1010637, Capital Project 1008701), in the amount of $612,018.

Impact/Outcomes:
This project’s outcome is to add renewable energy to our portfolio and work towards meeting the county’s goal of 10% of electricity used by county buildings to be supplied by onsite solar.
