BE IT RESOLVED, that Amendment 3 to Agreement A2211246 with North Memorial Health and the City of Brooklyn Park to continue the 911 Alternative Response Team, updating the agreement to add a federal subrecipient addendum; no changes in amount or dates, be approved, and that the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED, that sponsorship and acceptance of agreement funding for this program by the Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program if agreement funds are no longer available.

Background:
In 2022, Hennepin County launched a pilot to test an alternative 911 response to calls for service involving residents experiencing mental health and substance use disorder challenges. Amendment 3 adds the federal subrecipient addendum to the agreement which is a federal compliance requirement.
Agreement A2211246 authorized Alternative Response Team #3 in Brooklyn Park, a partnership between Hennepin County, the City of Brooklyn Park, and North Memorial Health. The team includes one Hennepin County Senior Social Worker and one North Memorial Community Paramedic, supported in part by federal grant funds. Brooklyn Park continues to have the highest volume of mental health-related calls among the suburban cities served by Hennepin County Sheriff’s Office 911 dispatch.
This team reflects the broader ART model used by both Hennepin County and the Brooklyn Park Police Department to respond to non-urgent 911 calls involving mental health or substance use concerns. Launched in 2022 and later expanded, Brooklyn Park’s ART units pair social workers and/or community paramedics to provide timely, specialized crisis response, reduce police workload, and connect residents to appropriate services. The ART teams operate from 8:00am to 10:30pm, Monday-Friday. In 2024, ART in Brooklyn Park responded to 869 calls for service, followed by 1,063 calls in 2025 reflecting a 22% increase. This consistently high level of activity highlights the steady demand for alternative, non‑law‑enforcement crisis response in Brooklyn Park and underscores the value of having specialized teams available to address behavioral health and other non‑criminal emergency needs. Following launch and expansion of Alternative Response teams in Brooklyn Park, mental health reports (documentation created by law enforcement after an incident) dropped 31%.
