BE IT RESOLVED, that the award of Contract FC00000179 to Donlar Construction for the City Hall Jail Medical Unit Expansion project (Capital Project 1010179), in the amount of $2,335,000 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:

History:
The Hennepin County Sheriff’s Office provides a jail at the Public Safety Facility and at the Municipal Building (City Hall) in downtown Minneapolis for pre-adjudicated in-custody residents. The jail is on the ground, fourth, and fifth floors and is known as the Adult Detention Center  (ADC).

This project improves three areas of the ADC.  The Sheriff’s Office Entry Area screens visitors who are traveling to the fourth or fifth floors to visit a resident. This project will revise the layout for weapons screening and will provide more space for visitor seating and purse lockers near the entry. Access to an existing storage area, easy access to the secure elevators and an exit to the secure corridor/ tunnel are also addressed.

The project will also provide a new clinic on the ground floor.  The clinic will be operated by Hennepin Healthcare providers under contract with the Sheriff’s Office.  The clinic will consist of two new exam rooms, a medication room, a machine for dispensing medication, and a shared office space.  


Additionally, the existing clinic on the fourth floor will be remodeled to provide a health assessment clinic and OBGYN clinic.  The improved space will have an additional holding room, two exam rooms, an accessible toilet, and a larger storage room. 

Using the best value procurement process, a Request for Proposals was released on April 22, 2025. Four (4) proposals were received.  Based on the results of interviews, cost, and written submittals, Donlar Construction received the highest score, and is recommended for this project.

Approval of Contract FC00000179 to Donlar Construction for the City Hall Jail Medical Unit Expansion project (Capital Project 1010179), in the amount of $2,335,000 is requested.

Impact/Outcomes:
This project will allow for the provision of improved medical care to people in custody in the Adult Detention Center.  It will also improve access control in the entry area and improve access to the secured elevator.
