BE IT RESOLVED, that the Executive Director be authorized to negotiate Amendment 1 to Agreement PR00004528 with the City of Minneapolis for cost participation in the replacement of the First Avenue (county project (CP) 1009618), Pillsbury Avenue (CP 1009620), 10th Avenue (CP 1009619), and Nicollet Avenue (CP 1009621) bridges over the Midtown Corridor, increasing the contract amount by $1,301,940 to a new total not to exceed amount of $15.57 million; that following review and approval by the County Attorney’s Office, the Executive Director and Chair be authorized to sign the amendment on behalf of the authority; and that the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED, that $1,301,940 in Rail Authority property tax be transferred from the RRA Revenue and Land Sales Suspense Project (CP 1007387) to the First Avenue Bridge Project (CP 1009618); that the total revenues and expenditures budget for CP 1009618 be increased from $3,361,191 to $4,663,131; that the Hennepin County Regional Railroad Authority (HCRRA) annual 2024 budget be increased from $33,755,197 to $35,057,137; and that the Controller be authorized to transfer and disburse funds as directed.

Background:
In February 2023, HCRRA authorized approval of Agreement PR00004528 with the City of Minneapolis for HCRRA’s cost participation in the four bridges (First Avenue, Pillsbury Avenue, 10th Avenue, and Nicollet Avenue) over the Midtown Corridor (Resolution 23-HCRRA-0007). Earlier this year, the City of Minneapolis bid out the construction project for the First Avenue Bridge (CP 1009618). Staff recommends awarding the contract and proceeding with the project.
Current Request: This request seeks authorization to:
• Negotiate and execute Amendment 1 to Agreement PR00004528 with the City of Minneapolis for the replacement of four bridges spanning the Midtown Corridor, increasing the contract amount by $1,301,940 to a new NTE of $15.57 million;
• Transfer $1,301,940 in property tax from CP 1007387 to CP 1009618, increasing the 2024 budget for CP 1009618 from $3,361,191 to $4,663,131; and
• Increase the overall HCRRA 2024 budget from $33,755,197 to $35,057,137
Impact/Outcomes: This action supports the county’s disparity reduction goals by maintaining critical transportation connections for all modes in south Minneapolis.
