BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 35-44-26 with Three Rivers Park District and the City of Minnetonka for cost participation, maintenance, and ownership responsibilities related to the construction of a new regional trail along County State Aid Highway (CSAH) 61 (Plymouth Road) from CSAH 5 (Minnetonka Boulevard) to Ridgedale Drive and along CSAH 73 (Hopkins Crossroad) from the Interstate 394 (I-394) South Frontage Road to 1st Avenue, (Capital Project (CP) 2201136, a subproject of 2201100: Cost Participation and Partnerships 2024 - 2028), at a county cost not to exceed $500,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and the Controller be authorized to disburse funds as directed.

Background:
Three Rivers Park District, in collaboration with the county and the cities of Minnetonka and Plymouth, is leading a project to construct a segment of the Eagle Lake Regional Trail along CSAH 61 (Plymouth Road) from CSAH 5 (Minnetonka Boulevard) to Ridgedale Drive and along CSAH 73 (Hopkins Crossroad) from the I-394 South Frontage Road to 1st Avenue in the year 2027. The project includes the following:
• Upgrading of the existing multiuse trail along CSAH 61 (Plymouth Road) to regional trail standards
• Construction of a new multiuse trail along CSAH 73 (Hopkins Crossroad)
• Accessibility upgrades
Funding for the county’s cost participation is available in CP 2201100: Cost Participation and Partnerships 2024 - 2028, with expenses tracked in its associated subproject 2201136.
Current Request: This request seeks authorization to negotiate Agreement PW 35-44-26 with Three Rivers Park District and the City of Minnetonka for cost participation, maintenance and ownership responsibilities related to the construction of a regional trail along CSAH 61 (Plymouth Road) from CSAH 5 (Minnetonka Boulevard) to Ridgedale Drive and along CSAH 73 (Hopkins Crossroad) from the I-394 South Frontage Road to 1st Avenue, at a county cost not to exceed $500,000.
Impacts/Outcomes: This project supports the county’s Toward Zero Deaths Action Plan, Americans with Disabilities Act (ADA) Transition Plan, Mobility 2040 goals, climate action, and disparity elimination efforts by improving accessibility, safety, and mobility for multimodal transportation users along CSAH 61 and CSAH 73.
