BE IT RESOLVED, that the County Administrator be authorized to execute Agreement PR00006257 with Short Elliot Hendrickson, Inc. for preliminary design engineering and professional services for the reconstruction of County State Aid Highway (CSAH) 52 (Nicollet Avenue) (Phase 1) between 89th Street and American Boulevard in the City of Bloomington, county project (CP) 2143102, at an amount not to exceed $1,100,000, during the period June 4, 2024 through December 31, 2028; that following review and approval by the County Attorney’s office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:

This segment of Nicollet Avenue is nearing the end of its service life and needs to be reconstructed. The county, in partnership with the City of Bloomington, is leading the reconstruction project, which includes the following:

 

                     Pavement, curb and gutter, drainage and streetscaping,

                     Traffic control upgrades, and

                     Multi-modal improvements including curb extensions and raised medians.

 

The project team will engage with the community in a variety of ways to refine design concepts to best meet project goals and serve the needs of the community, such as, open houses, online surveys, social media, pop-up events, one-on-one meetings, sidewalk decals, informational videos, interactive online mapping, and mailings.

 

In August 2023, the county sent out a request for proposals using the enterprise contracting process and 10 firms responded. Through a quality-based and competitive selection process, Short Elliot Hendrickson, Inc. (SEH) was selected. The firm is committed to meeting the small and minority business project goal of 15%.

 

SEH will provide professional services, including project management, public engagement, traffic analysis, preliminary design, layout for approval, geotechnical investigation, and topographic survey. An amendment to this agreement is expected for final design, bidding, and construction support. Adequate consulting funding is available in the project budget.

 

Current Request:

This request seeks authorization to execute agreement PR00006257 with Short Elliot Hendrickson, Inc. for preliminary design engineering and professional services for Nicollet Avenue reconstruction, CP 2143102, in an amount not to exceed $1,100,000, during the period June 4, 2024 through December 31, 2028.

 

Impacts/Outcomes:

This action supports the county’s Mobility 2040, climate action, and disparity reduction efforts by improving accessibility, mobility, and safety for all people, including vulnerable and historically underrepresented communities who rely on multiple modes of transportation to access education, employment, healthcare, housing, etc.
