Background:
The county and City of Plymouth have collaborated on the planned realignment of CSAH 73 between Sunset Trail and TH 55. The roadway was realigned with the city’s Station 73 Transit and Regional Improvement Program (TRIP) project. The former CSAH 73 alignment was reconstructed to city street design standards to serve local traffic. A jurisdictional transfer to the city is appropriate and consistent with established jurisdictional planning practices. Proposed Agreement PW 59-17-26 includes no county cost. Prior Agreement PW 02-40-25 with MnDOT, the City of Plymouth, and Three Rivers Park District (TRPD) (Resolution 25-0023) and Agreement PW 26-17-25 with the City of Plymouth and TRPD (Resolution 25-0252) addressed cost participation, ownership, and maintenance responsibilities for the design, right-of-way, and construction of the new CSAH 73 alignment as part of the Station 73 TRIP project.
Current Request: This request seeks authorization to negotiate Agreement PW 59-17-26 with the City of Plymouth to establish county and city responsibilities for the jurisdictional transfer of the remnant CSAH 73 segment between Sunset Trail and TH 55, to the city at no cost to the county, CP 2850700. Additionally, this request seeks to revoke CSAH designation on the old roadway alignment and designate it on the new alignment.
Impacts/Outcomes:
This transfer supports proper alignment between roadway function and jurisdiction, consistent with the County’s Jurisdictional Transfer Policy.
