BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 25-07-24 with the City of Bloomington for county sponsorship in the reconstruction of a segment of Lyndale Avenue from West 106th Street to its south terminus leading to the Minnesota Valley State Trail and National Wildlife Refuge near the Minnesota River, county project (CP) 2201400, at no county cost; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; that CP 2201400 be identified as a project in the 2024 Capital Budget with a budget of $420,220.95 to be funded by the Minnesota Department of Natural Resources State Park Road Account (SPRA) funds; and that the Controller be authorized to accept and disburse funds as directed.

Background:

The City of Bloomington, in coordination with the county, is leading a project to reconstruct Lyndale Avenue from West 106th Street to its south terminus near the Minnesota River, which leads to the Minnesota Valley State Trail and National Wildlife Refuge and the Russell A. Sorenson Boat Landing. Since the project will improve a roadway that provides access to public lakes, rivers, state parks, and the state campgrounds, it is eligible for SPRA funding, per Minnesota Statutes, section 162.06, subdivision 5. As part of the funding requirements, county sponsorship is needed, and the county is required to serve as the fiscal agent on the behalf of the city. 

The agreement will allow the county to accept the SPRA funds on behalf of the city and designate the city as the lead agency in project development, construction, and construction administration. The city is responsible for following the Minnesota Department of Transportation funding requirements and any costs not eligible for SPRA funding. The city will also assume all maintenance responsibilities of the improvements.

Current Request:
This request is for authorization to negotiate and execute Agreement PW 25-07-24 with the City of Bloomington for county sponsorship in the reconstruction of Lyndale Avenue and to establish CP 2201400 in the 2024 Capital Budget, with a budget of $420,220.95, to be financed with SPRA funding.

Impacts/Outcomes:
This project supports the county’s Mobility 2040 goals, climate action, and disparity reduction efforts by improving accessibility, mobility, and safety for multimodal transportation users. More specifically, the project will improve public access to the Minnesota Valley National Wildlife Refuge.
