BE IT RESOLVED, that Hennepin County Board Resolution 26-0319 be rescinded; and
BE IT FURTHER RESOLVED, that a public hearing be established to obtain public comment on the Workforce Innovation Opportunity Act Local Plan, during the Administration, Operations & Budget Committee of the Hennepin County Board of Commissioners on Tuesday, October 6, 2026, at 1:30 p.m. or as soon thereafter as practicable in GC-A24 Board Room of the Hennepin County Government Center, in the City of Minneapolis; and that the Clerk of the Board be directed to publish notice of the public hearing.

Background:
Under the provisions of the Workforce Innovation and Opportunity Act (WIOA), the Governor of each State or Territory must submit a Unified or Combined State Plan to the U.S. Department of Labor that outlines a four-year strategy for the State’s workforce development system. This publicly funded system operates through a national network of Federal, State, regional, and local entities that deliver employment, education, training, and related services to help job seekers secure quality jobs and provide businesses with the skilled workforce needed to remain competitive in the global economy.
At the regional level, Local Workforce Development Boards within a designated planning region must develop and submit a WIOA Regional Plan that meets the requirements outlined in WIOA section 106. The Hennepin-Carver Workforce Development Board is a member of the Metropolitan Regional Workforce Development Area #4, along with the Workforce Development Boards of Ramsey County, City of Minneapolis, Dakota-Scott Counties, Washington County, and Anoka County. A comprehensive and unified Regional Plan ensures coordination across Local Workforce Areas, alignment of strategies, and a shared vision for meeting the workforce needs of the region’s employers and job seekers. The Regional Plan includes a description of the strategic planning elements consisting of:
• an analysis of the regional economic conditions including existing and emerging in-demand industry sectors and occupations; and the employment needs of employers in those industry sectors and occupations;
• an analysis of the knowledge and skills needed to meet the employment needs of the employers in the region, including employment needs in in-demand industry sectors and occupations;
• an analysis of the workforce in the region, including current labor force employment (and unemployment) data, and information on labor market trends, and the educational and skill levels of the region’s workforce, including individuals with barriers to employment;
• an analysis of the regional workforce development activities (including education and training) in the region, identifying strengths and weaknesses of such services, and assessing the capacity of regional partners to meet the workforce and employer needs identified above;
• a description of the region’s shared strategic vision and goals for preparing an educated and skilled workforce (including youth and individuals with barriers to employment), including goals relating to the performance accountability measures based on primary indicators of performance described in section 116(b)(2)(A) in order to support regional economic growth and economic self- sufficiency; and
• A strategy, informed by the analyses listed above, for how local boards and entities that administer core programs will align and coordinate resources across the region to achieve the shared strategic vision and goals.
Taking into account the analyses described above, the Regional Plan includes description of the regional workforce development system that identifies the programs operating across the region and outlines how local boards and core program partners will collaborate to align services and ensure an effective, regionally coordinated workforce development system.
Current Request: This request rescinds Resolution 26-0319 and instead establishes a public hearing on Tuesday, October 6, 2026, at 1:30 p.m. during the Administration, Operations & Budget committee meeting, in GC-A24 Board Room of the Hennepin County Government Center, to obtain public comment on the 2027-2030 Metropolitan Region #4 WIOA Regional Plan.
The Clerk of the Board will publish notice of the public hearing and the Hennepin-Carver Workforce Development Board will distribute the notice to interested individuals, agencies and organizations.
