BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 58-15-23 with City of Minnetonka for construction, ownership, and maintenance of culverts and storm sewer pipes along County State Aid Highway 73 (Hopkins Crossroad) between Cedar Lake Drive and Wayzata Boulevard in Minnetonka (Capital Project 4107320), at an estimated county cost of $500,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county, and that the Controller be authorized to disburse funds as directed.

Background:

The City of Minnetonka is constructing a trail on the east side of Hopkins Crossroad in 2024 between Cedar Lake Drive and Wayzata Boulevard that will require extending culverts/storm sewers along with new concrete curb and gutter. Several of Hennepin County’s storm sewers and culverts are in poor condition and in need of replacement. Since the city’s contractor will be on site, there is synergy to include county work in the city project.


The city is willing to include the design and construction of the county work in the city-led project. The city has hired a consultant to evaluate the drainage along the project site.

 
Funding for the project is being planned as part of the Transportation Operations 2024 operating budget, to be tracked in Capital Project 4107320.

Current Request: Authorization for the county administrator to negotiate Agreement PW 58-15-23 with City of Minnetonka for construction, ownership, and maintenance of culverts and storm sewer pipes along Hopkins Crossroad between Cedar Lake Drive and Wayzata Boulevard in Minnetonka (Capital Project 4107320), at an estimated county cost of $500,000.

Impact/Outcomes: The agreement will provide for improved drainage in the corridor and clarify maintenance and ownership of culverts and storm sewers along Hopkins Crossroad.


This action supports the county’s Climate Action Plan by improving our drainage storm pipes in the corridor. Further, this action supports disparity reduction efforts by enhancing accessibility, safety, and mobility along Hopkins Crossroad between Cedar Lake Drive and Wayzata Blvd for all people utilizing the new trail and the roadway to reach their destinations.
