BE IT RESOLVED, that the Hennepin County Board of Commissioners authorizes acceptance of additional funding from the Centers for Disease Control and Prevention (ALN 93.197) for childhood lead poisoning prevention projects, extending the period from September 29, 2026, to September 29, 2027, and increasing the estimated receivable amount from $1,375,000 to $1,883,253; and that the Controller be authorized to accept and disburse funds as directed; and
BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for these programs when grant funds are no longer available.

Background:
To further augment lead poisoning prevention efforts in Hennepin County, Housing and Economic Development, in consultation with staff from Health and Human Services, applied for and received funding from the Centers for Disease Control and Prevention (CDC) through their Childhood Lead Poisoning Prevention Program grant (Resolution 18-0400) With these funds, staff analyzed data to identify populations and geographies at most risk for childhood lead exposure, built partnerships and contracted with community partners in position to best reach these high-risk populations (improving outreach to families affected by lead exposure through non-housing-based sources, especially among immigrant and refugee populations).
In 2021, Housing and Economic Development applied for and received another round of CDC funding (Resolution 21-0325). Earlier this year, the CDC added a supplemental sixth year to this award. Accepting this additional funding will allow Hennepin County to continue partnerships and contracts with community organizations to increase blood lead screening and connect families to resources to address lead paint hazards.
Current Request: This request is for authorization to accept additional funding from the Centers for Disease Control and Prevention, extend the term to September 29, 2027, and increase the receivable amount to $1,883,253.
Impact/Outcomes: Childhood lead poisoning disproportionately effects communities of color, immigrant populations, and low-income populations. These funds will grow outreach to these at-risk populations and provide economic opportunity to community organizations that serve those high-risk populations and geographies.
