BE IT RESOLVED, that the Executive Director be authorized to negotiate Agreements PR00007204 with Ahmed Mohidin LLC in the not-to-exceed amount of $100,000 and PR00007205 with Small Business Dreambuilders LLC in the not-to-exceed amount of $35,000, both to provide technical assistance to service provider organizations that are referred by Hennepin County Purchasing and Contract Services and that perform critical services under contract with Hennepin County, during the period April 15, 2025 through January 31, 2026; that following review and approval by the County Attorney's Office, the Chair and the Executive Director be authorized to sign the agreements on behalf of the Authority; and that the Controller be authorized to disburse funds as directed.

Background:

Beginning in 2023, Hennepin County provided technical assistance and capacity-building support to interested service providers performing critical services to county residents. The project sought to improve the viability and success of Hennepin County providers that performed services critical to an equitable and sustainable pandemic recovery. The program utilized consultants with specialized expertise to advise and build capacity of service providers in four core areas: 1) financial management, 2) staff development and retention, 3) contract compliance, and 4) board governance.


The Housing and Economic Development (HED) and Purchasing and Contract Services (Purchasing) program benefitted a total of 41 organizations in 2023-2024. An assessment of the 2023-2024 effort found the most interest and value in financial management consulting, followed by staff development and retention.


The Hennepin County Housing and Redevelopment Authority (HCHRA) included resources to continue this work in 2025 (Resolution 24-HCHRA-0037). Agreements PR00007204 and PR00007205 will provide in-depth financial management training and consulting for up to 40 contracted service providers referred by Purchasing. Goals of this work are to increase the financial management capacity of Hennepin County service providers and improve providers’ ability to meet financial reporting and compliance requirements. Long-term goals are to enhance the overall viability and sustainability of participating service providers, ultimately improving service to residents, and to reduce billing-related risk to service providers and Hennepin County and/or the HCHRA.


Current Request: Authorize negotiation of two professional service agreements to provide technical assistance in financial management to Hennepin County service providers effective April 15, 2025 through January 31, 2026 with a combined total not to exceed amount of $135,000.

Impact/Outcomes: Improve the financial management capacity of up to 40 Hennepin County service providers.

Income Domain Disparity: By increasing the financial management capacity of Hennepin County service providers, this work contributes to the viability of service providers, their ability to sustain their workforce, and contributes to the quality of services provided to Hennepin County residents.
