BE IT RESOLVED, that Amendment 2 to Agreement PR00001344, with Centurion Detention Health Services, LLC, for comprehensive correctional healthcare services for the two institutions of the Department of Community Corrections and Rehabilitation, extending the contract one year for a revised contract period of November 15, 2019, until October 31, 2027, and increasing the not to exceed amount by $13,687,076 for a new total not to exceed amount of $56,769,451 be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of the county; and the Controller be authorized to disburse funds as directed.

Background:
The Department of Community Corrections and Rehabilitation (DOCCR) is responsible for providing healthcare services to residents at the Juvenile Detention Center (JDC) and the Adult Correctional Facility (ACF). Board Resolution 19-0377 R1 approved the initial three-year agreement with Centurion to deliver these services, followed by a three-year extension approved under Resolution 23-0379. This amendment extends the contract one additional year and updates staffing schedules to reflect changes in facility population.
The cost of the extension is significantly higher than in previous years, driven primarily by substantial increases in the correctional health care liability insurance market. Additional cost drivers include increased staffing needs at the ACF related to Hennepin County jail detainee annexing and notable increases in pharmacy costs. Under this cost-reimbursement agreement, Centurion will bill for the actual cost of providing medical care - including a medical director, nursing staff, pharmacy, mental health services and liability insurance - plus a fixed administrative fee.
Centurion has been the Minnesota Department of Corrections’ (DOC) healthcare provider since 2014, supporting a population of 8,300 individuals across ten facilities. DOCCR benefits from Centurion’s local staffing office for recruitment and hiring of medical professionals, as well as access to specialized resources such as OB-GYN care, audiology, dialysis, juvenile-specific services and tele-medicine.
Since becoming DOCCR’s provider in 2019, Centurion has met the challenges of delivering health care through the pandemic, and more recently, supporting increased ACF population needs resulting from jail detainee annexation and temporary detention of individuals subject to DOC supervision.
