BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 49-40-23 (State Contract No. 1049878) with the Minnesota Department of Transportation (MnDOT) for construction right of way access and maintenance responsibilities relating to the County State Aid Highways (CSAHs) 36 (University Avenue) and 37 (Fourth Street) multimodal improvement project within Interstate 35W (I-35W) right of way, county project (CP) 2167301, (S.P. 027-636-012) (S.P. 027-637-005), in Minneapolis, at no county cost; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to execute Amendment 2 to Agreement PR00001478 with Alliant Engineering, Inc. for final design engineering services for the multimodal improvements along CSAH 36 (University Avenue) and CSAH 37 (Fourth Street), CP 2167301, increasing the contract amount by $50,000 for a not to exceed amount of $2,106,420 and extending the contract period to December 31, 2025; that upon review and approval by the County Attorney’s office, the Chair of the Board be authorized to sign the amendment on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
The county, in collaboration with the City of Minneapolis, MnDOT, Metropolitan Council (Met Council), and University of Minnesota, is leading a multimodal improvement project along University Avenue and Fourth Street from I35W to Oak Street. This project will complement the Metro Transit E Line arterial bus rapid transit project planned along these corridors.
The project will include a dedicated bicycle lane along University Avenue and Fourth Street from I-35W to Oak Street, with some improvements occurring within MnDOT I-35W right of way. This work requires an agreement with MnDOT for construction right of way access and maintenance responsibilities.
Final design services are needed to complete the project and staff seeks authorization to amend the current agreement with Alliant Engineering, Inc. for those services.
The county will continue its community outreach to share project status and updates. Construction is scheduled for spring 2024 with substantial completion in fall of 2025.
Current Request: This request seeks authorization to negotiate and execute the following Agreement and Amendment:
PW 49-40-23 (State Contract No. 1049878) with MnDOT for construction right of way access and maintenance of a bicycle lane along University Avenue and Fourth Street from I-35W to Oak Street within MnDOT I-35W right of way, CP 2167301, at no county cost.
Amendment 2 to Agreement PR00001478 with Alliant Engineering, Inc., for final design increasing the contract by $50,000 for a revised not to exceed amount of $2,106,420 and extending the contract period to December 31, 2025.
Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action and disparity reduction efforts by improving accessibility, mobility, and safety for multimodal transportation. The improvements will also provide connections to the future E Line arterial bus rapid transit route.
