BE IT RESOLVED, that Agreement CM00001571 with Tasks Unlimited Building Services, a not-for-profit organization duly organized under the laws of the State of Minnesota, to provide commercial janitorial services for the 625 Building for the period of November 1, 2026, through October 31, 2028, in an amount not to exceed $800,000 be approved; that the Chair of the Board be authorized to sign the agreement on behalf of the County; and that the Controller be authorized to disburse funds as directed.
BE IT FURTHER RESOLVED, that the Purchasing Director may extend the Agreement up to an additional two-year period, increase the Agreement amount, as necessary; adjust the Scope of Services, as necessary.

Background:
Under Minnesota Statute 383B.145, subdivision 5, the County Board may designate funds for contracts with businesses or social service organizations whose workforce is primarily composed of individuals eligible for public assistance or who would require rehabilitative services if not employed. The statute also allows the Board to award contracts within this set aside program through either a negotiated price or a standard bid process.
Tasks Unlimited Building Services is a nonprofit organization that supports adults with serious and persistent mental illness by providing vocational training and employment opportunities. Facility Services first contracted with Tasks Unlimited in 2000 to provide janitorial services at the Family Justice Center and later expanded the partnership to include services at 1800 Chicago, the Health Services Building, the Juvenile Justice Center, the Juvenile Detention Center, and the 625 Building.
This action supports Hennepin County’s disparity elimination efforts by expanding access to stable, living‑wage employment for individuals with serious and persistent mental illness, a group that faces significant barriers to workforce participation and economic stability.
Current Request: Approval of a set-aside Agreement CM00001571 with Tasks Unlimited Building Services, a not-for-profit organization, in the NTE amount of $800,000 to provide commercial janitorial services for the 625 Building for the period of November 1, 2026, through October 31, 2028.
