BE IT RESOLVED, that the County Administrator be authorized to negotiate Amendment 1 to Agreement PR00005972 with Three Rivers Park District for a habitat and water quality improvement project in Minnetrista, during a period beginning on the date of execution through December 31, 2025, increasing the not to exceed amount by $100,000 to $114,150; and that following review and approval by the County Attorney’s Office, the County Administrator be authorized to sign the agreement on behalf of the county; and that the County Administrator be authorized to approve one 12-month extension of the agreement; and that the Controller be authorized to disburse funds as directed.

Background:
Hennepin County co-holds a conservation easement over parts of Kingswood Park, which is located in Minnetrista and owned by the Three Rivers Park District (TRPD). The county and TRPD work together to complete projects in areas where TRPD and the county have shared natural resource management responsibilities and goals are aligned. The county’s Climate Action Plan includes a strategy to plan for and mitigate anticipated ecosystem impacts to increase the resilience of the built environment and protect natural resources.
Agreement PR00005972 with TRPD shares the cost of developing final designs for a water quality and habitat improvement project in a portion of Kingswood Park that is protected by a conservation easement (Resolution 24-0103). The project will stabilize and repair an eroding ravine. A culvert under a gravel road immediately upstream of the ravine deposits stormwater runoff, sand, and sediment near the top of the ravine. As stormwater flows continue to increase due to climate change, impacts to the water quality of the 7-acre pond immediately downstream of the ravine are projected. The pond contains a tamarack bog, a rare plant community in Hennepin County. By stabilizing this area now, the downstream water quality will be protected, and it avoids a more costly project in the future.
Amendment 1 adds $100,000 of county contribution for project construction costs. Overall project construction costs are estimated at $267,415. TRPD is administering and implementing the project and is paying for the initial feasibility studies, half of final design and permitting costs, and the remaining project costs (estimated at $122,415). The City of Minnetrista and the Pioneer-Sarah Creek Watershed Management Commission will also contribute $25,000 and $20,000 respectively. The funding source for this agreement is the Solid Waste Enterprise Fund.

This amendment will allow Three Rivers Park District to implement a water quality and habitat improvement project at Kingswood Park, increasing the county’s resilience to our changing climate by protecting a rare ecosystem from the impacts of increasing stormwater runoff.
