BE IT RESOLVED, that the award of Contract FC00000167 to Noor Construction GBC for the ACF Women’s Generator Replacement project (Sub Project 1009361, Capital Project 1006380), in an amount not to exceed $874,347 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
This project is to replace the existing 600-kilowatt generator, automatic transfer switch (ATS), and master disconnect switch (MDS) at the Women’s Adult Corrections Facility (ACF). The existing generator and ATS was installed in 1992. The MDS was installed in 1982. All three components reside in outdoor enclosures. A study was commissioned by the consultant Apadana on the generator load size needed today; the recommendation is to downsize to a 300 kilowatts generator. This would meet existing loads with 20% future loads included.
The new ATS and MDS will be moved inside the facility. A new electrical room will be constructed on the second floor of the annex to house electrical gear. Housing this indoors will increase the life cycle of this electrical equipment.
This electrical work is needed due to the age of the equipment, the increased maintenance issues encountered, and the availability of parts for repairs. This electrical work is needed to continue to operate the Women’s ACF now and into the future.
Through a best value procurement process, a Request for Proposals was released on October 8, 2024. Five (5) proposals were received. Based on the results of interviews, cost, and written submittals, Noor Construction GBC, received the highest score, and is recommended for this project.

Impact/Outcomes: This project’s outcome is to improve / upgrade a valuable county asset for public use. The board action request aligns with Hennepin County disparity reduction efforts by supporting employment opportunities through small business and workforce inclusion goals, as well as meeting County employment disparity reduction goals.
