BE IT RESOLVED, that Amendment 2 to Principal Agreement PR00003129 with City of Brooklyn Park for the provisions of services for the Workforce Innovation and Opportunity Act (WIOA) Youth and Minnesota Youth programs to eligible participants, extend the term to June 30, 2025 with no change to the not to exceed amount be approved; and
BE IT FURTHER RESOLVED, that Amendment 2 to Principal Agreement PR00003131 with Tree Trust for the provisions of services for the Workforce Innovation and Opportunity Act (WIOA) Youth and Minnesota Youth programs to eligible participants, extend the term to June 30, 2025 with no change to the not to exceed amount be approved; and
BE IT FURTHER RESOLVED, that the Chair of the Board be authorized to sign the Agreements on behalf of the County; and the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED, that the acceptance of grant funding for this grant funding by Hennepin County Board of Commissioners does not imply a continued funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:
Under Title I of the Workforce Innovation and Opportunity Act (WIOA), the WIOA Youth program is federally funded and designed to strengthen and improve our public workforce system by assisting youth and those with significant barriers to employment into high-quality jobs and careers to help employers hire and retain skilled workers. The Minnesota Youth program operates in conjunction with the federal program and has similar goals, measures and outcomes, but are funded at the state level.
Under Resolution 21-0229, Hennepin County is authorized to receive funds from the Department of Employment and Economic Development during the period of April 1, 2021 through March 31, 2026 for the provision of services under WIOA Adult, Youth, Dislocated Worker, State Dislocated Worker, and Minnesota Youth.
Effective June 29, 2023, Amendment 1 to Principal Agreement PR00003129 with City of Brooklyn Park extended the term of the original agreement through June 30, 2024 and increased the not-to-exceed amount to $1,000,000.
Effective June 29, 2023, Amendment 1 to Principal Agreement PR00003131 with Tree Trust extended the term of the original agreement through June 30, 2024 and increased the not-to-exceed amount to $1,200,000.
The agreements include programmatic mandated services such as:
1. Career Services - Outreach, job search and placement assistance, comprehensive assessments, development of individual employment plans, counseling and career planning, and labor market information available to all job seekers.
2. Training Services - Links for customers to job opportunities in their communities, including both occupational training and training in basic skills.
3. Support Services - Transportation, child care, dependent care, and housing among other supports are provided under certain circumstances to allow an individual to participant in the program.
4. WIOA Youth Services - Summer and year-round employment, work experience and academic enrichment to suburban Hennepin County and Carver County with 75% out-of-school youth and 25% in-school youth.
5. Minnesota Youth Services - Summer employment, work experience, and academic enrichment to suburban Hennepin County in-school youth.
