BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 44-20-23 with the City of Minneapolis for routine maintenance of county roadways, bridges, pavement markings, traffic signals, permitting, and snow and ice control activities, to be performed by the city on county roadways located in Minneapolis for the period January 1, 2024 through December 31, 2026, at an estimated annual county cost of $1,400,000 and a contingency of $225,000 over the three-year contract period, be approved; that following review and approval by the County Attorney's Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to transfer and disburse funds as directed.

Background:
Historically, Hennepin County and the City of Minneapolis have entered into a multi-year roadway maintenance agreement whereby the city provides routine maintenance and operations activities on county owned roadways within the city for the following:
• Routine roadway maintenance (sweeping, rubbish removal, surface patching)
• Bridge maintenance
• Roadway pavement marking maintenance
• Roadway sign maintenance
• Traffic signal operations and maintenance
• Snow and ice control within the city’s downtown core
• Right of way permitting
The geographic location of the county infrastructure is such that city can provide services in a more timely and cost-effective manner.
In accordance with the terms of Agreement PW 44-20-23, the county will reimburse the city an estimated annual amount of $1,400,000 based on actual costs or, as in the case of routine maintenance items, based on a three-year rolling average of the county's cost to provide similar maintenance activities. The $225,000 in contingency over the three-year period is for extraordinary maintenance.
The estimated total cost for the three-year maintenance agreement with the city is $4,425,000 ($4,200,000 plus $225,000 contingency). The term of this agreement begins on January 1, 2024 and will remain in effect until December 31, 2026 with annual funding provided by the Transportation Operations Department operating budget.
Agreement PW 44-20-23 is similar in scope to the current three-year agreement which will expire December 31, 2023 (Resolution 20-0451).
Impact/Outcomes: This action supports the county’s disparity reduction efforts by ensuring routine maintenance and operations on all county roads, bridges, and traffic signal systems located within the corporate limits of the city of Minneapolis will continue in a timely and cost-effective manner to support a safe, accessible, and efficient multimodal transportation system.
