BE IT RESOLVED, that Agreement FC00000212 to Cy-Con, Inc. for the BPTS Pit Wall and Tipping Floor project (Sub Project 1011088, Capital Project 1006392), in the amount of $882,278 be approved; that the Chair of the Board be authorized to sign the agreement on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
The Brooklyn Park Transfer Station, located at 8100 S. Jefferson Highway in Brooklyn Park, was constructed in 1989. The facility supports Hennepin County’s Solid Waste Management Plan by processing organics, recycling, and commercial solid waste. The commercial waste transfer area of the facility consists of a maneuvering area (tipping floor) and transfer area (pit floor), which are separated by a retaining wall (pit wall).
The project will replace the tipping floor concrete and structurally repair the pit wall, which are original to the building (1989). Facility condition assessments identified these structural repairs based on age and visible deterioration of the materials. These repairs are expected to extend the life of the tipping floor and pit wall for the next twenty years.
Work will be completed during a four-week shutdown of the commercial waste hauling operations at the facility. Household hazardous waste and recycling collections will not be affected.
Through a best-value procurement process, a Request for Proposals was released on April 14, 2026, with an estimated cost of $1,000,000. Nine (9) proposals were received. Based on the results of interviews, cost, and written submittals, Cy-Con, Inc., received the highest score and is recommended for this project.
Current Request: Approval of Agreement FC00000212 with Cy-Con Inc. for the BPTS Pit Wall and Tipping Floor project (Sub Project 1011088, Capital Project 1006392), in the amount of $882,278 is requested.
Impact/Outcomes: This Board Action Request will replace the tipping floor and tipping wall at the Brooklyn Park Transfer Station. The project aligns with Hennepin County disparity elimination efforts by contracting with a Central Certification (CERT) Program certified Small Business Enterprise (SBE) general contractor.
