BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreements PR00008771 with Samsung HME America Inc., d/b/a Neurologica Corporation, for radiology suite equipment, including removal of existing equipment, delivery & installation of new equipment, training of staff in safe use of equipment, and one-year warranty of equipment, from the date of execution through December 31, 2027, in an amount not to exceed $215,000, and PR00008775 with RPS Imaging for ongoing tech support, preventive maintenance, parts, and labor, from the date of execution through December 31, 2033, in an amount not to exceed $210,000, and that following review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the contracts on behalf of the County, and that the Controller be authorized to disburse funds as directed.

Background:
NorthPoint Health and Wellness Center provides primary medical care services to Hennepin County residents, with a principal focus on the medically underserved north Minneapolis community. Consistent with its role as a primary medical care provider, NorthPoint offers x-ray imaging services. NorthPoint’s existing x-ray equipment is at the end of its operating lifespan.
A public RFP was issued in early 2025. Samsung HME America was selected from five bids following review of those bids and site visits for product demonstrations. Negotiations between the County and vendors are in progress and ongoing. Authorization to complete those negotiations makes possible NorthPoint’s ability to ensure it can continue to provide existing level of service to NorthPoint patients now and for decades to come, while ensuring the money spent maintaining and/or repairing NorthPoint’s existing imaging equipment is minimized.
This request seeks approval for the County Administrator to negotiate agreements for the purchase of new x-ray equipment and a service agreement for maintenance of that new x-ray equipment through contracts PR00008771 with Samsung HME America for the x-ray equipment and PR00008775 with RPS Imaging (Samsung HME America’s distributor and authorized service provider) for the 6 years of service & maintenance of the x-ray equipment to begin one year after the installation of the imaging equipment, in a combined amount not to exceed $425,000.
These purchases allow NorthPoint to continue providing medical imaging services to its patients. The request aligns with the County’s disparity reduction efforts by ensuring efficiency of health care service provision by allowing NorthPoint patients to obtain x-ray services while in the clinic rather than being referred to other health care providers for those same imaging services, which would cause unnecessary delays in care and increase the cost of care for NorthPoint’s patients.
The funding for this Board Action Request comes from the FQHC subsidy grant.
