WHEREAS, Hennepin County has applied to the Commissioner of Transportation for a Local Bridge Replacement Program grant from the Minnesota state transportation fund for the replacement of Bridge Number 4510; and
WHEREAS, the Commissioner of Transportation has given notice that funding for this bridge is available through Local Bridge Replacement Program; and
WHEREAS, the amount of the Local Bridge Replacement Program grant is $1,102,517.06.
Resolution:
BE IT RESOLVED, that the County Administrator be authorized to execute Agreement PW 18-40-25 (State Agreement No. 1058060) with the Minnesota Department of Transportation to accept Local Bridge Replacement Program grant funds for the replacement of Bridge Number 4510 (Capital Project 2176600, State Project 027-758-006), in the amount of $1,102,517.06; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement and amendments on behalf of the county; and the Controller be authorized to accept the funds as directed; and
BE IT FURTHER RESOLVED, that Hennepin County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, and will pay any additional amount by which the cost exceeds the estimate and will return to the Minnesota state transportation fund any amount appropriated for the project but not required; and
BE IT FURTHER RESOLVED, that revenues for project 2176600 be adjusted to add $1,102,517.06 in State Highway Grants and decrease County Bonds by the same amount, with no change to the total project budget of $11,000,000.00; and
BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:
The City of Edina, in coordination with the county and state, is leading a project to improve CSAH 158 (Vernon Avenue) between Interlachen Boulevard and Highway 100. The project, which is scheduled to begin construction this year, includes the replacement of a county bridge over the Canadian Pacific Railroad. This bridge has been awarded a grant through the Local Bridge Replacement Program. With the addition of $1,102,517.06 in grant funds, staff recommend decreasing revenue from county bonds by that same amount.
Current Request: This request seeks authorization of the following for Project 2176600:
- Execute Agreement PW 18-40-25 with the Minnesota Department of Transportation, accepting $1,102,517.06 in Local Bridge Replacement Program grant funds; and
- Adjust revenue by adding revenue of $1,102,517.06 from State Highway Grants and decreasing revenue from County Bonds by the same amount, with no change to the total project budget of $11,000,000.00.
Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action, and disparity reduction efforts by preserving and modernizing our transportation system and improving accessibility, mobility, and safety for all people using this bridge.
