BE IT RESOLVED, that Agreement FC00000220 to Donlar Construction Company for the DOCCR ACF Men’s Shower Restoration project (Sub Project 1012642, Capital Project 1006380), in an amount of $630,000 be approved; that the Chair of the Board be authorized to sign the agreement on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
The Adult Correctional Facility (ACF), located at 1145 Shenandoah Lane in Plymouth, was originally built in 1930 and encompasses over 270,000 square feet. This facility houses residents’ year-round and is used for DOCCR administration and other operations.
As part of the DOCCR ACF Men’s Shower Remodel project, the ACF showers were reconstructed in 2024/2025. After identification of significant failures in the interior finishes of the men’s shower facilities, a third-party technical evaluation confirmed that these failures require immediate restoration to prevent further deterioration and ensure the area remains safe and operational. The project includes remodeling the interior wall assemblies and finishes within the shower rooms, while meeting current building codes, Department of Corrections standards, and PREA guidelines. The urgency of this work is driven by documented issues and the need to maintain compliance with required safety and regulatory standards. Hennepin County is in discussions with the original vendors for this project regarding these failures.
Through a best-value procurement process, a Request for Proposals was released on July 10, 2026. Based on the review of the submitted proposal, Donlar Construction Company is recommended for this project.
