BE IT RESOLVED, that the County Administrator be authorized to negotiate a work authorization under Principal Agreement PR00002760 with Short Elliot Hendrickson, Inc. (SEH) for final design engineering and professional services for the reconstruction of County State Aid Highway (CSAH) 152 (Cedar Avenue) between CSAH 3 (Lake Street) and 24th Street in the city of Minneapolis, county project (CP) 2220200, at a cost not to exceed $900,000; that following review and approval by the County Attorney’s office, the Chair of the Board be authorized to sign the work authorization on behalf of the county; and that the Controller be authorized to disburse funds as directed; and

BE IT FURTHER RESOLVED, that $300,000 in property tax be transferred from CP 2201200: Project Delivery TSCA to CP 2220200: CSAH 152 - Reconstruct Cedar Ave fr Lake St to 24th St; that the revenue from Minneapolis be increased by $300,000 (from $120,000 to $420,000); that the total revenues for CP 2220200 be increased by $600,000 (from $1,130,000 to $1,730,000) as part of the 2024 Capital Budget; and that the Controller be authorized to transfer, accept and disburse funds as directed.

Background:

The county, in partnership with the city, is leading roadway reconstruction on Cedar Avenue between Lake and 24th streets. In 2023, through a competitive selection process, the county contracted with SEH for preliminary project design at a cost not to exceed $800,000 under Principal Agreement PR00002760 (Resolution 23-0213). 

Substantial public engagement has been occurring for the project, including signage, surveys, online mapping, community focus groups and open house events to develop corridor improvements that meet the project goals and community needs. Final design is now needed to complete the project. The requested work authorization with SEH is to complete the final design at a cost not to exceed $900,000. The project includes a 14% Small Minority Business Enterprise (SMBE) goal. SEH is partnering with SMBE firms to meet and exceed that goal. 

Current Request:
This request seeks authorization to negotiate and execute a work authorization under Principal Agreement PR00002760 with SEH to complete the final design for the reconstruction of Cedar Avenue, CP 2220200, at a cost not to exceed $900,000. 

Additionally, this request seeks authorization to increase the project revenues by $600,000 as part of the 2024 Capital Budget (transfer $300,000 of property tax from CP 2201200 and receive $300,000 from Minneapolis).
 

Impacts/Outcomes:
This action supports the county’s Mobility 2040 goals, climate action, and disparity reduction efforts by improving accessibility, mobility, and safety for all transportation users along the project corridor. This is especially important as the project is in an area with a high percentage of people with limited mobility, low-income population, and no-vehicle households.
