Background:

History: The county, in collaboration with the City of Minneapolis, Minnesota Department of Transportation (MnDOT), Met Council, and University of Minnesota, is leading a multimodal improvement project along University Avenue and Fourth Street from Interstate (I)-35W to Oak Street. This project will complement the Metro Transit E Line ABRT project planned along these corridors.

In 2022, the board authorized negotiation and execution of various agreements relating to the project (Resolution 22-0199). After the passage of the resolution, the project scope expanded to include the construction of the six ABRT platforms along the project corridors as requested by the Met Council. By combining Met Council’s requested work into the county project, disruption to the community can be minimized.

Proposed Agreement PW 31-67-23 with Met Council stipulates that the county is the lead agency in project design, construction, and administration. Met Council will pay the county $1,395,361 for ABRT platforms to be constructed along the project corridor. Staff recommends that the revenues for CP 2167301 be adjusted to add $1,283,732 in cost participation from the Met Council, increasing the total project budget by the same amount from $19,180,000 to $20,463,732 in the 2023 Capital Budget.

The project team collected feedback from the community through a virtual open house in spring 2020 and in-person open houses in the summer and fall of 2021. The county will continue its community engagement to share project status and updates. Construction is scheduled for spring 2024 with substantial completion in fall of 2025.

Current Request: This request seeks authorization to negotiate and execute PW 31-67-23 with the Met Council for cost participation and maintenance of six E Line ABRT platforms to be constructed as part of CP 2167301, at an estimated receivable of $1,395,361.

Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action and disparity reduction efforts by improving accessibility, mobility, and safety for multimodal transportation. The improvements will also provide connections to the future E Line ABRT.
