BE IT RESOLVED, that Agreement FC00000219 to Donlar Construction for the Juvenile Detention Center Day Room Safety project in the amount of $1,210,000 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
The department of Community Corrections and Rehabilitation (DOCCR) operates the Juvenile Detention Center (“JDC”) in downtown Minneapolis. The facility has ten youth living units, each with a day room and staff office where staff work and prepare meals delivered from the kitchen. This project will implement several safety and operational upgrades across these spaces. In the day rooms, the project will replace damaged cabinets with more durable materials, add secure closets for storing small appliances, and upgrade drinking fountains and sinks to ligature resistant fixtures. Within the staff offices, the project will make ergonomic improvements to staff workstations, install wall-mounted monitors to support operations, and replace deteriorated shelving with sturdy fixed shelving. Additionally, the kitchen will be reconfigured to incorporate secure storage areas designed to reduce the risks of contraband entering the day rooms.
Through a best value procurement process, a Request for Proposals was released on July 21, 2026. Five (5) proposals were received. Based on the results of interviews, cost, and written submittals, Donlar Construction received the highest score, and is recommended for this project.
Current Request: Approval of Agreement FC00000219 with Donlar Construction for the Juvenile Detention Center Day Room Safety Upgrades project (Capital Project 1007207), in the amount of $1,210,000 is requested.
Impact/Outcomes: This project will improve the safety and security of youth and staff at the Juvenile Detention Center. The upgraded kitchenettes will improve the safety of working conditions for staff and improve the food safety for meals provided. Ergonomic workstations will benefit staff's health and wellbeing. Storage area improvements will improve functioning and efficiency of staff's efforts to meet the needs of the residents.
