BE IT RESOLVED, after consideration of recommendations, the Hennepin County Board of Commissioners selects 17 equipment and 17 arts and music grants totaling $481,103 to receive 2024 grant funding for the Hennepin County Youth Activities Grants program as follows:

Background:

The Hennepin County Board adopted Resolution 09-0320R3, establishing the Hennepin County Youth Sports Program with ballpark sales tax collections pursuant to Minn. Stat. 473.757, subd. 2. The County Board expanded the program with the adoption of Resolution 11-0318R1 which provided for additional grants to be awarded for equipment and/or small assets; and Resolution 15-0332R1 which provided for additional grants to be awarded for playground projects and swimming lessons; and Resolution 21-0337 which provided for additional grants to be awarded for art and music education and programming as well as lifeguard services; and Resolution 23-0087 which delegated signature authority to the Purchasing Director and allowed for review and updating of grant evaluation criteria. In 2023, the Hennepin County Board adopted Resolution 23-0153 that renamed the program to Hennepin County Youth Activities Grants to be inclusive of additional activities supported by the funding.


The Hennepin County Youth Activities Grants program has three grant initiatives that include sports grants, water safety grants, and art and music grants. Grant opportunities are available semiannually in the fall and spring. 


Applications for spring 2024 grants were accepted from January 18 through April 1, 2024. A Pre-Application Conference for equipment grants was held on February 6 and a Pre-Application Conference for arts and music grants was held on February 7, 2024. Technical assistance was available for potential applicants. A total of 30 applications were received for equipment grants and 63 applications were received for arts and music grants. A comprehensive evaluation of applications was undertaken with reviewers from every line of business at the county as well as community reviewers.

 

Recommended equipment applications include:

1.                     City of Bloomington ($10,000) - soccer training and field equipment for the Bloomington Youth Soccer Club

2.                     City of Brooklyn Center ($9,929) - equipment for swim lessons at the Brooklyn Center Community Center

3.                     Bloomington Public Schools ISD 271 ($9,330) - variety of sports and recreational equipment for youth programming

4.                     Minneapolis Park and Recreation Board, Folwell Recreation Center ($8,569) - basketball equipment and score clocks

5.                     Minneapolis Park and Recreation Board, Bottineau Recreation Center ($1,400) - chess and backgammon games

6.                     Minneapolis Schools SSD 1, South High School ($6,355) - soccer equipment and adaptive hockey equipment

7.                     Minneapolis Schools SSD 1, Henry High School ($10,000) - variety of volleyball and football equipment

8.                     Minneapolis Schools SSD 1, Edison High School ($8,200) - variety of youth sports equipment

9.                     Minneapolis Schools SSD 1, Andersen Middle School ($6,800) - volleyball equipment

10.                     Minneapolis Schools SSD 1, Anwatin Middle School ($6,800) - volleyball equipment

11.                     St. Louis Park Schools ISD 283 ($10,000) - gymnastics equipment

12.                     Robbinsdale Area Schools, Robbinsdale Middle School and Fair-Crystal Middle School ($10,000) - volleyball, track and basketball equipment

13.                     Robbinsdale Area Schools, Plymouth Middle School and Sandburg Middle School ($10,000) - volleyball, track and basketball equipment

14.                     City of St. Louis Park ($9,520) - youth roller skates

15.                     Three Rivers Park District ($10,000) - nordic ski equipment for the Minnesota Youth Ski League

16.                     Westonka Schools ISD 277 ($3,200) - basketball backboards

17.                     City of Eden Prairie ($1,000) - youth sports equipment for summer camps

 

Recommended arts and music applications include:

1.                     Bloomington Schools ISD 271, Kennedy High Schools ($21,600) - arts education supplies

2.                     Bloomington Schools ISD 271, Kennedy High School ($33,370) -music instruments for high school music education

3.                     City of Crystal ($5,500) - partnership with City of Robbinsdale for teen art programming

4.                     City of Eden Prairie ($22,579) - ice performance by Eden Prairie Figure Skating Club

5.                     City of Edina ($7,005) - youth programming at First Saturday Art Labs at Edina Art Center

6.                     City of Maple Grove ($6,000) - art programming supplies for the Teen Center Art Club

7.                     City of New Hope ($10,108) - theater performance production supplies

8.                     City of Minneapolis, Chicago Avenue Fire Arts Center ($5,000) - youth programming at fire art summer camps

9.                     City of Minneapolis, Hopewell Music Cooperative North ($22,500) - music education, youth summer music camps, and a series of public performances on the Northside of Minneapolis

10.                     City of Minneapolis, Minneapolis American Indian Center ($16,160) - youth drum group including purchase of culturally-specific drums

11.                     City of Minneapolis, Plymouth Christian Youth Center ($9,586) - partnership between Plymouth Christian Youth Center, PYC Arts & Technology High School for youth pottery classes

12.                     City of Minneapolis, Project SUCCESS ($21,200) - bussing to theater performances for middle and high school students in Minneapolis

13.                     Minneapolis Schools SSD 1, Hmong International Academy ($22,400) - theatre-based literacy and arts learning for students attending Hmong International Academy

14.                     Minneapolis Schools SSD 1, Mobile Murals ($16,925) - mobile mural project serving multiple schools

15.                     Minneapolis Schools SSD 1, Music instruments ($44,017) - instruments for music education programs throughout the school district

16.                     Minneapolis Schools SSD 1, Summer site instruments ($61,050) - music instruments for summer learning programs

17.                     St. Louis Park Public Schools ISD 283 ($25,000) - music education programming for students in partnership with MacPhail Center for Music
