BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 04-40-26 (State Contract No.1063928) with the Minnesota Department of Transportation, the City of Maple Grove, and the City of Brooklyn Park for ownership and maintenance responsibilities relating to interchange improvements on County State Aid Highway (CSAH) 130 (Elm Creek Boulevard / Brooklyn Boulevard) and Trunk Highway (TH) 169, county project 2182900, a subproject of capital project 2201100, with no cost to the county; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 03-34-26 with the City of Maple Grove for cost participation, ownership, and maintenance responsibilities relating to the interchange improvements on CSAH 130 (Elm Creek Boulevard / Brooklyn Boulevard) and TH 169, county project 2182900, a subproject of capital project 2201100, in an amount not to exceed $1,500,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county and the Controller be authorized to receive and disburse funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 44-04-26 with the City of Brooklyn Park for ownership and maintenance responsibilities related to the interchange improvements on CSAH 130 (Elm Creek Boulevard / Brooklyn Boulevard) and TH 169, county project 2182900, subproject of capital project 2201100, with no cost to the county; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county.

Background:
The City of Maple Grove, in collaboration with the City of Brooklyn Park, the Minnesota Department of Transportation, Three Rivers Parks District, and Hennepin County, is leading a project to reconstruct the interchange of CSAH 130 (Elm Creek Boulevard / Brooklyn Boulevard) and TH 169, capital project 2182900. The project, planned to begin construction in 2027, will include the following improvements:
• Bridge replacement
• Interchange redesign to improve connections
• Upgraded traffic signal systems
• Multi-use trails and accessibility upgrades
The team continues to engage with the community through events, open houses, social media, and the project webpage.
Current Request: This request seeks authorization to negotiate the following:
• Agreement PW 04-40-26 (State Contract No. 1063928) with the Minnesota Department of Transportation, the City of Maple Grove, and the City of Brooklyn Park for ownership and maintenance responsibilities relating to the interchange improvements on CSAH 130 (Elm Creek Boulevard / Brooklyn Boulevard) and TH 169, county project 2182900, subproject of capital project 2201100;
• Agreement PW 03-34-26 with the City of Maple Grove for cost participation, ownership and maintenance responsibilities relating to the interchange improvements on CSAH 130 (Elm Creek Boulevard / Brooklyn Boulevard) and TH 169, county project 2182900, subproject of capital project 2201100, at a county cost not to exceed $1,500,000; and
• Agreement PW 44-04-26 with the City of Brooklyn Park for ownership and maintenance responsibilities related to multimodal safety improvements on CSAH 130 (Elm Creek Boulevard / Brooklyn Boulevard) at the interchange with TH 169, county project 2182900, subproject of capital project 2201100.
Impacts/Outcomes: This project supports the county’s Toward Zero Deaths Action Plan, Americans with Disabilities Act (ADA) Transition Plan, Climate Action Plan, and disparity elimination efforts by improving accessibility, mobility, and safety for all people.
