BE IT RESOLVED, that the following Agreements for outpatient treatment, housing case management and day reporting for Corrections clients, extending each agreement for four additional months until April 30, 2024, be approved:

                     Amd 3 PR00003724 with Alpha Human Services, Inc., 01/01/22-04/30/24, additional $201,668, total NTE $806,668;

                     Amd 2 PR00003717 with Lutheran Social Service of Minnesota; 01/01/22-04/30/24, additional $41,668, total NTE $141,668

                     Amd 1 PR00004813 with RS Eden; 01/01/23-04/30/24, additional $53,000 additional, total NTE $212,000;

                     Amd 2 PR00003699 with Lighthouse Psychological Services, Inc.; 01/01/22-04/30/24, additional $66,668, total NTE $166,668;

                     Amd 2 PR00004808 with 180 Degrees, Inc.; 01/01/23-04/30/24, additional $243,336, total NTE $643,336;

                     Amd 2 PR00003697 with Project Pathfinder; 01/01/22-04/30/24, additional $11,000, total NTE $71,000;

BE IT FURTHER RESOLVED, that the Chair of the Board be authorized to sign the Agreements on behalf of the County; and the Controller be authorized to disburse funds as directed.

Background:

Services delivered by these providers are included in separate Request for Proposal processes which will conclude in early 2024 with new contracts awarded to selected proposers. To avoid a gap in client services, these contracts are being extended for four months with increased NTE’s as needed to cover expenditures.

Many of the programs to be provided by these organizations have been developed to meet the needs of clients convicted of a sex offense. The residential programs can also provide services to males ages 18 and over under the jurisdiction of the Department of Community Corrections and Rehabilitation (DOCCR) and the Minnesota Department of Corrections (MN DOC). Human Services has contracts with three of these providers - 180 Degrees, RS Eden, Lutheran Social Services, but these agreements below are specific to the unique needs of Corrections clients. Details on individual contracts below:

Amd 3 PR00003724 ALPHA HUMAN SERVICES

Alpha Human Services, under their new name Alpha Emergence Behavioral Health, provides outpatient programming for adult male clients convicted of a sex offense who are sentenced by the Fourth Judicial District Court (District Court). Services include client assessment, individual and group counseling, intensive individual therapy, and supervision.

 

 

 

Amd 2 PR00003717 LUTHERAN SOCIAL SERVICE OF MINNESOTA

Lutheran Social Service operates Portland House, a correctional residential program for adult male offenders (18 years or older) who are sentenced by District Court and under the jurisdiction of DOCCR or the MN DOC. This is a short--term program which provides client assessment, counseling, and employment related services.

 

Amd 1 PR00004813 RS EDEN
RS Eden will continue to provide residential treatment programming as well as housing case management services. Residential services are provided for clients transitioning into the community at Reentry West and Reentry Metro. Each location provides ongoing client accountability and surveillance, individual case management services, rehabilitation groups, and other transitional programming, including housing and employment assistance, and referrals to other community service agencies. Housing case management services are provided to clients who transition back into the community from incarceration. RS Eden develops and operates affordable, safe, and supportive housing throughout the Twin Cities, currently providing nine supportive housing developments that serve youth, single adults, and families. In addition to housing placements, clients receive ongoing case management services which include individualized community support plans, employment assistance, recovery supports for mental and chemical health, tenant leadership activities and neighborhood community involvement.

Amd 2 PR00003699 LIGHTHOUSE PSYCHOLOGICAL SERVICES, INC.
Lighthouse Psychological Services will continue to provide treatment for adults with sexually harming behaviors convicted of a sex offense through day treatment programming, for those individuals who are low functioning, developmentally delayed, and/or have been clinically diagnosed with a mental illness. Clientele have engaged in inappropriate sexual behaviors. It is expected that clients will learn the rules of sexual consent, take responsibility for offending behavior, develop an understanding of their offense cycle, develop a healthy self--identity, and become prepared for reintegration into the community.

Amd 2 PR00004808 180 DEGREES, INC
180 Degrees will provide residential services treatment, including assessment, therapy, and counseling for convicted adult male clients sentenced by District Court and provide an individualized day treatment program for convicted adult clients, also sentenced by District Court. Referrals to the residential and outpatient programs are approved of and monitored by Department management.

Amd 2 PR00003697 PROJECT PATHFINDER
Project Pathfinder, Inc. provides client treatment and therapy services through a program that offers non-residential outpatient therapy and counseling for adult male and female clients convicted of sex offenses, including those over 18 years old under Juvenile Court Jurisdiction, sentenced by the Hennepin County District Court. Services include intake assessment and individual, group and family counseling. While mostly providing services to DOCCR clients, the provider also serves a certain population identified by Health and Human Services (HHS) who need assessment/evaluation of adults with problematic sexual behaviors and clinical outpatient services in child protection.

Amd 2 PR00003698 CHRISTIAN RECOVERY CENTER
This provider offers non-residential treatment for adults with problematic sexual behaviors through a program called “Restoration Project.” Probation Officers have been utilizing this program for some time which has proven to be an excellent treatment provider for our clients. This contract will allow DOCCR to pay client intake fees and potentially help fund other services in cases where private insurance or other funding sources are unavailable.
