Background:

In 2020, the Hennepin County Sheriff’s Office (HCSO) entered into agreement PR00002772 with the ACT 1 Group, Inc., doing business as ATIMS, to replace its outdated Jail Management System (JMS). The JMS software was provided via a Software as a Service (SaaS) model, along with the necessary hardware and extensive implementation services. The scope of services included project management, data migration, interface development, training, and ongoing support and maintenance. The primary objective was to ensure seamless integration with external systems and compliance with data privacy and security regulations. The agreement also encompassed customization, user acceptance testing, and premium support to meet the specific needs of HCSO and ensure efficient system operation.

Pursuant to Board Resolution 25-0302, Agreement PR00002772 was amended to increase the not to exceed amount by $776,125. This increase was duly incorporated into the County’s Fiscal Year 2025 and 2026 budgets.

In February 2026, ATIMS was acquired by ARMS Purchaseco Inc., doing business as END2END Public Safety (ARMS). In connection with the acquisition, Hennepin County and ARMS executed an Assignment and Assumption Agreement to ensure the uninterrupted continuation of all services and obligations under Agreement PR00002772.

The current resolution seeks to extend the agreement term through December 31, 2029, and increase the not to exceed amount by $1,301,139. This increase represents the cost of continued maintenance, support services, and other operational requirements necessary for sustained system performance. The total increase will be allocated evenly across three budget years, with HCSO paying approximately $433,713 each year in 2027, 2028, and 2029. Funding for 2027 is included in the Fiscal Year 2027 proposed operating budget, and the remaining annual amounts will be incorporated into the Fiscal Year 2028 and 2029 proposed budgets.
