BE IT RESOLVED, that a contract be awarded to Thomas and Sons Construction, Inc for $2,361,610 to construct accessible pedestrian ramps and pedestrian signal improvements at various locations within the county, county project (CP) 2183300; that the Chair of the Board be authorized to sign the contract on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
As part of the Hennepin County Americans with Disabilities Act transition plan, the county is upgrading pedestrian ramps and installing accessible pedestrian signals at locations across the county in conjunction with pavement preservation scheduled this summer. The work will be constructed in phases. Phase one will upgrade pedestrian ramps at 43 intersections along the following corridors:
• County State Aid Highway (CSAH) 10 (Bass Lake Road) from Xenium Lane to Nathan Lane in Maple Grove and Plymouth
• CSAH 12 (East Hayden Lake Road) from Yukon Avenue to Trunk Highway 169 in Champlin
• CSAH 17 (France Avenue) from West 44th Street to CSAH 3 (Excelsior Boulevard) in Edina, St. Louis Park and Minneapolis
• CSAH 21 (50th Street) from France to Lyndale avenues in Minneapolis
• CSAH 23 (Marshall Street) from CSAH 153 (Lowry Avenue) to 37th Avenue in Minneapolis
• CSAH 93 (37th Avenue) from Penrod Lane to Highcrest Road in St. Anthony
Phase one will also include installation of accessible pedestrian signals at eight signalized intersections:
• Bass Lake Road at: Wedgewood Road, Sycamore Lane, Quinwood Lane, Northwest Boulevard, Zachary Lane, and Interstate 494 in the cities of Maple Grove and Plymouth
• West 50th Street/ Penn Avenue in Minneapolis
• 37th Avenue/Highcrest Road in Minneapolis
On April 18, 2023, two bids were received for the project with the lowest responsive bid submitted by Thomas and Sons Construction, Inc. Project funding is available in CP 2183300 Safety and Asset Management, with expenses tracked in subproject CP 2183336: 2023 Pedestrian Ramp Replacement Phase one.
Current Request: This request is to award a contract to Thomas and Sons Construction, Inc in the amount of $2,361,610 for accessibility improvements at various locations within the county, CP 2183300.
Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action and disparity reduction efforts by improving accessibility, mobility, and safety for people walking, biking and rolling.
