BE IT RESOLVED, that Agreements PR00008483 with Hagen Trucking, Inc. and PR00008482 with Nitti Contracting and Trucking Services, Inc. for the transportation of solid waste, during the period of January 1, 2027 through December 31, 2033, with a combined estimated annual amount of $3,000,000, be approved; that following review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreements on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
The county has contracted with private companies for the transportation of waste from the county’s Brooklyn Park Transfer Station (BPTS) since its opening in 1990. The transfer station serves as a convenient disposal facility for commercial waste haulers collecting trash and organics from residents and businesses in Hennepin County. The county receives approximately 600 tons of garbage daily at the transfer station, totaling 140,901 tons of garbage in 2025.
After haulers deliver garbage to BPTS, the county reloads it into larger transfer trailers for delivery to the Hennepin Energy Recovery Center (HERC) for processing to recover energy and metal for recycling. Waste that cannot be processed at HERC or waste that exceeds HERC’s processing capacity is delivered to a landfill. Organic materials are also transported from the transfer station to compost sites. In 2025, 12,254 tons of organics were transferred.
Both Hagen Trucking, Inc. and Nitti Contracting and Trucking Services, Inc. qualify as small business enterprises and are women-owned. Pricing is on a per-load basis and varies depending on the destination of the waste. Annual price adjustments to the load rates will be calculated based on the U.S. Producer Price Index published by the U.S. Department of Labor. Each company will provide three tractors and trailers during routine operations and four to five tractors and trailers during peak activity. Hagen and Nitti have met all county expectations for transfer services.
Current Request: This request seeks approval of Agreements PR00008483 with Hagen Trucking, Inc. and PR00008482 with Nitti Contracting and Trucking Services, Inc. for the transportation of solid waste, during the period of January 1, 2027, through December 31, 2033, with a combined estimated annual amount of $3 million.
Funding is provided by the Solid Waste Enterprise Fund.
Impact/Outcomes: Approving these waste transportation agreements ensures that the county can manage garbage and organics delivered to the Brooklyn Park Transfer Station in an environmentally responsible and cost-effective way.
Consolidating waste at transfer stations and transporting waste with larger trailers minimizes environmental impacts associated with transporting waste to disposal sites. Fewer smaller trucks transporting waste to disposal sites reduce truck traffic in the region, thereby reducing air pollution and greenhouse gas emissions. These agreements support the county’s zero waste and climate action goals.
