BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 37-40-26 (State Contract No. 1062576) with the Minnesota Department of Transportation (MnDOT) for cost participation and maintenance in MnDOT’s Interstate (I)-494 Project Phase 2 from West Bush Lake Road to 24th Avenue, county project (CP) 2260600, at an estimated county cost of $860,000; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:
MnDOT, in collaboration with the county and the cities of Edina, Bloomington and Richfield, is leading a roadway reconstruction project along I-494 from West Bush Lake Road to 24th Avenue, which will include the following Improvements:
• E-ZPASS lanes
• I-494 & Hwy 77 interchange improvements
• Multimodal and accessibility upgrades across I-494
• Drainage enhancements
Since 2018, MnDOT has been engaging residents, businesses, highway users, partner agencies, and community groups to guide the project design. County cost participation is being requested as part of the 2027-2031 Capital Improvement Program. The project is scheduled to begin construction in 2027 with substantial completion in 2030.
Current Request: This request seeks authorization to negotiate and execute Agreement PW 37-40-26 with MnDOT for cost participation and maintenance in MnDOT’s Interstate I-494 Project Phase 2 from West Bush Lake Road to 24th Avenue, CP 2260600, at an estimated county cost of $860,000 (State Aid Regular).
Impacts/Outcomes: This project supports the county’s Toward Zero Deaths Action Plan, Americans with Disabilities Act (ADA) Transition Plan, Climate Action Plan, and disparity elimination efforts by improving safety, accessibility, and mobility for all people using the corridor.
