BE IT RESOLVED, that Amendment 2 to Agreement MDHA2110738 with the Minnesota Department of Health (MDH) for the provision of COVID-19 response and vaccination implementation during the period of April 1, 2021 through March 31, 2026, receivable amount of $250,000 be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of Hennepin County; and that the Controller be authorized to accept and disburse funds as directed; and
BE IT FURTHER RESOLVED, that a supplemental appropriation be made to increase the Public Health 2024 adopted budget by $213,000; and
BE IT FURTHER RESOLVED, that the Human Services and Public Health Department’s staffing complement be increased by a .5 limited duration position; and
BE IT FURTHER RESOLVED, that the sponsorship and acceptance of grant funding for the program by the Hennepin County Board of Commissioners does not imply a continued commitment by Hennepin County for this program when grant funds are no longer available.

Background:
Since 2021, Hennepin County Public Health has accepted $5,855,135 from MDH for the provision of COVID-19 response and vaccination implementation activities. These funds have been accepted through the master agreement between MDH and Hennepin County, MDHA199855, resolution 19-0453. This master grant contract establishes the legal framework and administrative details of the transactions between the Minnesota Department of Health and Public Health and allows for the efficient transaction of funds by the state and county. Delegating approval authority to the county administrator allows for swifter approval of individual grant projects. This amendment is being brought to the board for the purpose of approving the supplemental appropriation to the 2024 Public Health budget.
Since the initiation of this agreement, funds have been utilized for activities to prevent and respond to COVID-19. This includes the dissemination and administering of the COVID-19 vaccination, testing, provision of essential services, and the purchase of supplies and equipment necessary to support the vaccine administration.
Amendment 2 to agreement MDHA2110738 will continue to provide funding for immunization activities including:
• Provision of nine community-based immunization clinics
• National Infant Immunization Week community events
• Childhood vaccination public awareness campaign
• Motivational interviewing training
• 65+ and long-term care vaccination public awareness campaigns
• Vaccine promotion intern
This request reduces disparities in the health domain by providing the COVID-19 vaccination to Hennepin County residents and increasing public awareness for vaccine efficacy for vulnerable populations.
