BE IT RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 18-33-23 with the City of Loretto for cost participation and maintenance responsibilities for pedestrian improvements on County State Aid Highway (CSAH) 19 (Medina Street) from Elsen Street to Railway Street, county project (CP) 2183500, and for the pavement rehabilitation project on CSAH 19 (Baker Park Road/Medina Street) from Main Street to Trunk Highway (TH) 55, CP 2210400, at an estimated county cost of $5,392,050 and estimated receivable of $1,268,398; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to receive and disburse funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 46-85-23 with Canadian Pacific Railway (CP Rail) for cost participation and maintenance responsibilities with the replacement of the railroad crossing surface on Medina Street in Loretto, CP 2210400, at an estimated county cost of $182,000, and for construction right of way access for CP 2183500 and CP 2210400 within CP Rail’s right of way at no county cost; that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county; and that the Controller be authorized to disburse funds as directed; and
BE IT FURTHER RESOLVED, that the County Administrator be authorized to negotiate Agreement PW 47-44-23 with Three Rivers Park District for construction, right of way access and maintenance responsibilities relating to the CSAH 19 pavement rehabilitation project, CP 2210400, at no county cost; and that upon review and approval by the County Attorney’s Office, the Chair of the Board be authorized to sign the agreement on behalf of the county.

Background:
The county, in collaboration with the cities of Independence, Loretto, Maple Plain, and Medina, is leading a pavement rehabilitation and culvert replacement project on Baker Park Road/Medina Street (CSAH 19) from Main Street to TH 55. To reduce impacts to the community, the county will include city storm sewer and watermain improvements with this project, at an estimated city cost of $1,268,398. The City of Loretto is leading the design for pedestrian ramp and sidewalk improvements that will also be incorporated into the project, at an estimated county cost of $25,200.
Additionally, as part of the county Cost Participation and Partnerships (CP 2183500) program, in spring 2022 the county awarded Loretto a not to exceed amount of $50,000 for other pedestrian safety improvements along Medina Street from Elsen Street to Railway Street to improve the pedestrian crossing at the railroad. This work will also be incorporated into the county’s pavement rehabilitation project.
Loretto is leading the public engagement activities for the pedestrian safety improvement project and will continue its engagement to share project status and updates. The county is creating a public-facing website to further share information.
County funding for the project is available in CP 2183500 - Cost Participation and Partnerships 2019-2023 and CP 2210400 - 2022-2026 Pavement Rehab Program, with expenses tracked in their associated subproject CP 2183553 (CSAH 19 sidewalk) and CP 2210402 (2023 Pvmt Rehab CSAH 19).
Construction is scheduled for spring 2024 with substantial completion later that fall.
Current Request: This request seeks authorization to negotiate and execute the following agreements:
PW 18-33-23 with the City of Loretto for cost participation and maintenance responsibilities for pedestrian improvements on Medina Street from Elsen Street to Railway Street, CP 2183500, and for pavement rehabilitation, storm sewer, watermain and culvert replacement on CSAH 19, CP 2210400, at an estimated county cost of $5,392,050 and estimated receivable of $1,268,398.
PW 46-85-23 with CP Rail for cost participation and maintenance responsibilities with the replacement of the railroad crossing surface on Medina Street in Loretto, CP 2210400, at an estimated county cost of $182,000, and for construction right of way access for CP 2183500 and CP 2210400 at no county cost.
PW 47-44-23 with Three Rivers Park District for construction, right of way access and maintenance responsibilities for the CSAH 19 pavement rehabilitation project, CP 2210400, at no county cost.
Impacts/Outcomes: This action supports the county’s Mobility 2040 goals, climate action and disparity reduction efforts by improving accessibility, mobility and safety for people walking, biking and rolling in the area and preserving county assets.
