BE IT RESOLVED, that the County Administrator be authorized to negotiate a work authorization under Master Agreement PR00002760 with Short Elliot Hendrickson, Inc. (SEH) for preliminary design engineering and professional services for the reconstruction of County State Aid Highway (CSAH) 152 (Cedar Avenue) between CSAH 3 (Lake Street) and 24th Street in the city of Minneapolis, county project (CP) 2220200, at a county cost not to exceed $800,000; that following review and approval by the County Attorney’s office, the Chair of the Board be authorized to sign the authorization on behalf of the county; and that the Controller be authorized to disburse funds as directed.

Background:

This segment of Cedar Avenue is nearing the end of its service life and needs reconstruction. The county, in partnership with the City of Minneapolis, is leading the project, which includes the following improvements: 

                     New pavement and curb/gutter

                     Upgraded sidewalks, pedestrian ramps, and signals


Public engagement for the project began in December 2022 and will continue to include a variety of activities to gather input on the corridor including a virtual tour, community listening session, online survey and comment map, neighborhood meetings, and social media outreach. 

SEH was selected for this project through the county’s Consulting Services Program. The preliminary design for Cedar Avenue will begin this summer with construction scheduled in 2026. There is a small business enterprise goal of 15% and SEH is committed to meeting the goal.

Current Request:
This request seeks authorization to negotiate a work authorization under Master Agreement PR00002760 with SEH for preliminary design engineering and professional services for the reconstruction of Cedar Avenue in Minneapolis, CP 2220200, at a county cost not to exceed $800,000. 

Funding for this work is available in the 2023-2027 Capital Improvement Program for CP 2220200.

Impacts/Outcomes:
This action supports the county’s Mobility 2040, climate action and disparity reduction efforts by improving accessibility, mobility, and safety for all transportation users along the project corridor. This is especially important as the project is in an area that includes high percentages of no-vehicle households, people with limited mobility, and people with low incomes.
