BE IT RESOLVED, that Lease Agreement A2613516 with Lake Minnetonka Historical Society, for rental of Hennepin County Regional Railroad Authority (HCRRA) property located east of Water Street in the city of Excelsior, from October 1, 2026, through September 30, 2031, in a receivable amount of $1 per year, be approved; that the Chair be authorized to sign the agreement on behalf of the Authority; and that the Controller be authorized to accept funds as directed.

Background:
The Lake Minnetonka Historical Society, formerly the Excelsior - Lake Minnetonka Historical Society, Inc., has leased HCRRA’s depot building in Excelsior since 1982. The depot houses a museum that showcases historical items from the Excelsior - Lake Minnetonka area, including depot and railroad artifacts. The lease rent is $1 per year, and the historical society is responsible for all maintenance and repairs to the building.
The depot also serves the Minnesota Streetcar Museum’s historic streetcar line that is located on HCRRA’s corridor between Excelsior Boulevard and Water Street in Excelsior. Streetcar riders purchase tickets and board the streetcar at the depot and can tour the museum inside the depot while waiting for the streetcar.
Under HCRRA’s Land Use Management Plan, the lease agreement will establish a term for five years, October 1, 2026, through September 30, 2031, with an annual receivable of $1.00. Either party may terminate the lease by giving a 30-day written notice.
