WHEREAS, Tom Trisko served with unsurpassed duration and dedication as a member of the Capital Budgeting Task Force for the last 30 years, serving the residents of Hennepin County and District 3:
• from April 1993 to January 1999 on behalf of Commissioner Mark Andrew,
• from January 1999 to January 2014 on behalf of Commissioner Gail Dorfman, and
• from January 2014 to April 2023 on behalf of Commissioner Marion Green; and
WHEREAS, during his 30 years of service on the CBTF, Mr. Trisko reviewed and advised the county board on capital investments totaling over $6 billion - very likely impacting every asset owned by the county, including:
• hundreds of miles of county road and trail improvements,
• many major bridge replacements and rehabilitations including: Lowry Avenue, Hennepin Avenue, Franklin Avenue and Lake Street bridges over the Mississippi River,
• the Blue and Green Light Rail Transit lines,
• the construction of the Household Hazardous Waste and recycling facilities, the Public Safety Facility, the Medina Public Works Facility, the South Minneapolis Human Services Center, the 1256 Building, the Emergency Communications Facility, the Medical Examiner’s Facility, and at least seven new libraries,
• the remodeling of nearly every county owned building including the purchase of the Family Justice Center, the expansion of all of the regional “dales” and the North Minneapolis Community Wellness Center which included an increase in the county’s real estate portfolio of over 3 million square feet, and
• Acquisitions of the 701 Building and Thrivent Financial; and
WHEREAS, Mr. Trisko was also influential in encouraging the county to think and invest strategically, being present for:
• multiple government center courts restacking efforts,
• the medical center restructuring in 2007
• the merger of the Minneapolis and Hennepin County Library systems in 2008 and related strategic planning efforts,
• the decentralization of Human Services client outreach, and
• the sale and disposition of the assets that no longer effectively served the county’s goals including the old Hopkins Public Works facility, the Ramar Building, the William McGee Building and Century Plaza; and
WHEREAS, the County Board of Commissioners deeply appreciates the time and efforts Mr. Trisko rendered on behalf of Hennepin County, reviewing capital investments with careful regard to financial cost and community impact resulting in exemplary stewardship of the county’s resources.
BE IT RESOLVED, that the Hennepin County Board of Commissioners does hereby express our appreciation to Mr. Tom Trisko for the 30 years of service he provided to the County of Hennepin as a member of the Capital Budgeting Task Force and the various other public service roles over the years and wishes him well in all of his future activities.
