BE IT RESOLVED, that Joint Powers Agreement A2412550 with the Minnesota Department of Human Services receiving a cost neutral transfer (direct allocation) grant from the Housing Support fund for emergency shelter and tenancy supports for people with disabling conditions experiencing homelessness, during the period July 1, 2024 through June 30, 2025, for a total not-to-exceed receivable amount of $3,068,878, be approved; that the Chair of the Board be authorized to sign the Agreement on behalf of the county; and that the Controller be authorized to accept and disburse the funds as directed; and


BE IT FURTHER RESOLVED, that sponsorship and acceptance of grant funding for this program by the Hennepin County Board of Commissioners does not imply a continuing funding commitment by Hennepin County for this program when grant funds are no longer available.

Background:

Under the authority of Minnesota Statutes, section 256I.05, Subd.1a, paragraph b, Hennepin County's Human Services and Public Health (HSPH) requested a cost-neutral transfer of funds from MN Department of Human Services’ (DHS) Housing Support fund (formerly known as Group Residential Housing) for this project, which was approved by the DHS Commissioner. This transfer is codified in this joint powers agreement which allocates the SFY 2025 allocation of $3,068,878 for July 1, 2024 through June 30, 2025 to provide emergency shelter and tenancy supports for people with disabling conditions experiencing homelessness. 


The previous agreement with DHS for this funding (A177729) was approved by the Board on August 8, 2017 (Board Resolution 17-0303), for an original annual allocation of $2,077,485.   Subsequent amendments and annual allocations to this agreement brought the total amount through June 30, 2024, to $16,984,710. The most recent amendment, Agmt A177729, Amd 2 with the MN Dept of Human Services added a SFY 2024 allocation of $2,972,675 and was approved by the Board on April 16,2024 (Board Resolution 24-0125).


This agreement and receivable funding will support emergency shelter at the Salvation Army Harbor Light Center (contract HS00000229), housing tenancy supports and services for families experiencing homelessness, provided by Avivo (contract HS00001657) and Peoples Development Services (HS00001656), and will support medical respite shelter at the Catholic Charities Endeavors facility (contract HS00001012).

Current Request:
To approve JPA A2412550 with DHS for a Housing Support Fund cost neutral transfer grant of $3,068,878 for the term of 07/1/24-06/30/25.


Disparity Reduction:
This request reduces disparities in the housing and healthcare domains by supporting programs to safely shelter and care for people experiencing homelessness and complex health conditions, as well as to provide supportive housing for families experiencing homelessness and disabling conditions. A majority of the recipients of these services are people of color who are disproportionately impacted by homelessness and health conditions.
