BE IT RESOLVED, that Amendment 2 to Agreement PR00005300 with Faul Psychological to provide licensed psychological assessments and wellness services, extending the contract period through May 31, 2028 and increasing the not to exceed amount by $198,000 for a new total not to exceed amount of $448,000, be approved; that the Chair of the Board be authorized to sign the Amendment on behalf of the County; and the Controller be authorized to disburse funds as directed.

Background:

Minnesota statutes §6700.0675 requires law enforcement agencies to conduct a psychological screening of each peace officer applicant after a conditional offer of employment is issued. The screening must be completed by a licensed psychologist in Minnesota (or in the psychologist’s licensing jurisdiction) and must include a written psychological test, a clinical interview, an evaluation of any history of discriminatory conduct, and a written report assessing the applicant’s psychological fitness for duty. This statutory requirement constitutes a mandated service for the Hennepin County Sheriff’s Office (HCSO) as part of the peace officer hiring process.


Faul Psychological, a licensed provider of psychological assessment services, conducts these pre-employment psychological evaluations for HCSO. Their services include administering standardized psychological tests, completing comprehensive clinical interviews, and producing detailed written and oral reports outlining each applicant’s psychological profile, strengths, developmental consideration, and overall suitability for service. Faul Psychological also provides re-evaluation services, fit-for-duty assessments as required, and voluntary wellness support for senior command staff.


In 2023, Hennepin County began contracting with Faul Psychological with Agreement PR0005300 with a not to exceed of $100,000 for the period of 6/1/23 to 5/31/25.  In May 2025, the Hennepin County Board approved Resolution 25-0157, authorizing a $150,000 increase to the original not to exceed amount for a new total not to exceed amount of $250,000 and extended the end date from 5/31/25 to 5/31/26.  This Amendment (Amendment 2) seeks to increase the authorized not to exceed amount by an additional $198,000, resulting in a revised total of $448,000 and extends the end date from 5/31/26 to 5/31/27.

 

Earlier this year, the Board approved Amendment 1 to Agreement PR00006130 with Wellness that Fits, LLC, for the provision of mental health and wellness services to the HCSO personnel for the period of June 1, 2024, through May 31, 2028 (Resolution 26-0174). Wellness that Fits, LLC provides Peace Officer’s Standards and Training (POST) approved training related to mental health, crisis response, community relations, suicide prevention, and specialized topics. These services are separate and distinct from the psychological evaluations and fit for duty assessments by Faul Psychological. HCSO therefore maintains multiple agreements to address required and complementary aspects of employee psychological health, readiness, and wellness support.
