BE IT RESOLVED, that the award of Contract FC00000162 to Stahl Construction for the HCGC Atrium Window Refurbishment Project (Sub Project 1010142, Capital Project 1000874), in the amount of $5,472,030 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:

The current exterior atrium windows at the Hennepin County Government Center are nearly 50 years old and have reached the end of their useful life. Consistent with their age, these windows exhibit poor thermal performance and moisture intrusion resistance compared to modern window systems. This project will include complete replacement of the exterior atrium window glass (north and south sides of the building) and refurbishment of the curtainwall system between the A and C towers. This will result in improved thermal performance, and enhanced water intrusion and air infiltration resistance from new sealing/gasketing. This project will be the second of two window projects for the Government Center. The strip windows in both the A and C towers were recently replaced (Project Number 1008871) with construction being completed in early 2024.


The American Bird Conservatory (ABC) contacted Hennepin County regarding the detrimental effects the Government Center’s glass was having on birds based on a study conducted from 2017-2018. Hennepin County consulted with ABC regarding replacement of Government Center’s glass. As a result, bird safety glass will be incorporated into the atrium window replacement to minimize bird deaths. Based on the information gathered in the study, it was determined that the office windows on the towers did not pose a significant threat to bird safety due to the location, bronze tint and low reflectivity so the atrium windows will be the first implementation of bird safety glass in the Government Center. The County consulted with ABC regarding the height for bird-friendly glass for the atrium windows. Existing bird-safety standards ranged from 36-100 feet from the ground. After considering the cost and effectiveness of placement it was determined that bird safety glass will be used for the atrium windows up to 94’ feet from the ground (75’ from the skyway level or up to the 6
th floor). ABC has reviewed the plan and supports it and commended Hennepin County for going to great lengths to incorporate bird-safety in this renovation project.

 

To accommodate security requirements, security film will be installed on the Service Level windows only. No changes are being made to the swing doors or revolving doors.

The 2022-2026 CIP for the HCGC Infrastructure project (Proj. No. 1000874) includes a project budget for both the HCGC Office Window Replacement (Proj. No. 1008871) and the Atrium Curtainwall Refurbishment Project (Proj. No. 1010142). The window projects were split into two projects to prioritize the Office Window Replacement project ahead of the downtown master planning projects, and to give two bidding opportunities to separate contractors due to the size of the projects.  

This project supports the county’s climate action goals by improving energy efficiency. The windows will reduce utility costs by an estimated 42.8% on the north façade and approximately 45.9% on the east façade. 


The project Affirmative Action goals, Small Business Enterprise Program goals, Workforce Entry Program (WEP) hours will be determined by the Purchasing and Contract Services Department and will be based on the project’s scope of work afforded by the opportunity and upon availability of qualifying firms.


Current Request: Approval of Contract FC00000162 with Stahl Construction for the HCGC Atrium Window Refurbishment Project (Sub Project 1010142, Capital Project 1000874), in the amount of $5,472,030 is requested.

Impact/Outcomes: The HCGC Office Window Replacement Project will extend the life of HCGC by upgrading infrastructure for an additional thirty plus years. The new office windows meet sustainability goals by reducing energy costs for the building.
