BE IT RESOLVED, that a contract be awarded to Thomas and Sons Construction, Inc. for $1,127,060 to construct accessible pedestrian ramps and signal improvements at various locations within the county, project 2201014 - 2025 ADA Ped Ramps Phase 3, a subproject of capital project 2201000; that the Chair of the Board be authorized to sign the contract on behalf of the county; and that the Controller be authorized to disburse the funds as directed.

Background:

The county is improving accessibility at several locations in conjunction with pavement preservation work. Pedestrian ramps and accessible signals will be upgraded to current standards along the following County State Aid Highways (CSAHs) in Minneapolis:

 

                     CSAH 5 (Franklin Avenue) between 22nd Avenue and West River Parkway

                     CSAH 9 (45th Avenue) at Xerxes Avenue

                     CSAH 36 (University Avenue) between 25th Avenue and Clarence Avenue SE

                     CSAH 152 (Cedar Avenue) between East 51st Street and 43rd Street 

                     CSAH 152 (Cedar and Minnehaha Avenues) between 19th Avenue and Third Street

 

On April 1, 2025, six bids were received with the lowest responsive bid submitted by Thomas and Sons Construction, Inc. Project funding is available in capital project 2201000 - Safety and Asset Management 2024-2028, with expenses tracked in subproject 2201014 - 2025 ADA Pedestrian Ramp Retrofits Phase 3. 

Current Request: This request is to award a contract to Thomas and Sons Construction, Inc. in the amount of $1,127,060 for project 2201014 - 2025 ADA Ped Ramps Phase 3, a subproject of capital project 2201000.

Impacts/Outcomes
: This action supports the county’s Mobility 2040 goals, climate action, and disparity reduction efforts by improving accessibility for all people.
