BE IT RESOLVED, that the award of Contract FC00000143 to Noor Construction GBC for the Augsburg Park Library Asset Protection project (Sub Project 1010581-Capital Project 1009348; Capital Preservation Project 1006387; Climate Action Project 1010893), in the amount of $1,950,720 be approved; that the Chair of the Board be authorized to sign the contract on behalf of the county after the performance and payment bonds have been properly executed; and that the Controller be authorized to disburse funds as directed.

Background:
The Augsburg Park Library, located at 7100 Nicollet Avenue South in Richfield, is a single story, 15,040 square foot building. Constructed in 1975, the building is situated on a 4-acre site with a surface lot for 83 vehicles.
This project will address critical infrastructure and preservation issues to ensure the long-term integrity and functionality of the library. Exterior and site include select new windows, storm water management, lighting updates, egress walkway improvements, and sustainable landscaping. The deteriorated parking lot will be reconstructed and reconfigured to reduce the paved area and add electric vehicle charging stations. The project will also include new carpet and paint throughout the building, new furniture, updates to restrooms, additional study rooms and an updated meeting room.
Through a best value procurement process, a Request for Proposals was released on June 4, 2024. Seven proposals were received. Based on the results of interviews, cost, and written submittals, Noor Construction GBC received the highest score and is recommended for this project.
The library will be closed through the spring of 2025.
